These negotiations are conducted tripartitely between the representatives of the European Parliament, each member state of the European Union and the Commission. The discussion on the central legal texts started early this morning and is not expected to end before midnight. All sides are emphasized. But the definition of solidarity varies from government to government. Many countries refuse to accept asylum seekers from countries on their external borders – as requested by the EU Parliament. Now the financial compensation mechanism is discussed. Accordingly, anyone who does not meet their quota must pay a fee of €20,000 for each person who is not accepted. But this plan has also been strongly rejected by Hungary.

It is possible to find a common position on the establishment of mandatory border procedures. This essentially makes it impossible for asylum seekers to move to another country or submit multiple applications for asylum, which was previously common. Also, this plan makes the deportation process easier.

Concerns about such border procedures have been expressed many times, especially in the parliament. Birgit Seipel, a Social Democratic member of the European Parliament, stressed that the past few years have clearly shown that asylum centers at external borders do not usually meet EU standards. There is also some debate about whether families with minor children should go through this procedure. EU countries initially only wanted an exception for children under the age of twelve, but failed to get their hard line through parliament.

However, there is little hope. That agreement on a Common European Asylum System (GEAS) will indeed be announced after Thursday’s marathon meeting. To be sure, the negotiation date has been rescheduled for December 18.
