According to Webangah News quoted by Tasnim News agency, the newspaper “Frankfurter Allgemeine Zeitung” wrote in an article: The Italian government has failed in its plan to send boat migrants to Albania and carry out their asylum procedures there.

Albania’s Constitutional Court on Wednesday suspended the approval of the declaration of the Italian-Albanian plan in the parliament of Tirana. . Discussions were originally scheduled for Thursday.

At the beginning of November, Italian Prime Minister Giorgia Meloni and Albanian Prime Minister Eddy Rama signed a protocol. which provides an asylum reception and deportation center in northern Albania for boat migrants trying to reach Italy via the central Mediterranean route. Based on the decisions taken, both facilities will have a total capacity of 3000 and will be put into operation in the spring.

Albanian Constitutional Court judges in their decision agreed with the request of 29 Albanian representatives from the opposition ranks. The president of the Constitutional Court, Helta Zaj, emphasized that this decision does not affect the content of the plan. The judges only declared that the protest of the representatives was admissible. In an interview with the Italian newspaper “Corriere della Sera”, Zakaj said that this would automatically lead to the suspension of the approval process of the plan.

According to Zakaj, the members of the Albanian parliament first of all objected to this fact. that Rama, the Prime Minister of their country is not allowed to sign such an agreement because it is related to the sovereignty of the national land. To do this, he needs permission from the president. In addition, according to the opponents of this agreement, it can lead to the violation of human rights. According to the president of this court, the Constitutional Court will decide by March 4 next year whether these protests are justified or not. Italian Foreign Minister Antonio Tajani said on Thursday that it is not his government’s duty to Comment on the court’s decision. However, he stated that he is not worried and expects that this legal problem will be resolved in a relatively short period of time.

Given the similar efforts in other European countries and the discussion on the reform of the asylum law of the Union. Europe, the announcement of the Albania-Italy plan received much attention. The Italian government assures that all requirements of Italian and European Union laws will be met in this project. According to this plan, migrants who are brought to Albania and whose asylum applications are approved there must be allowed to enter Italy. Migrants whose asylum applications are rejected must be deported from Albania to their countries of origin.

Italy is responsible for the construction, operation and protection of these centers in northern Albania. Only adult migrants rescued by the Italian Coast Guard, Navy or Police in the Mediterranean Sea should be brought to Albania. At the insistence of the European Union Commission, this agreement only includes people who have entered the ship outside the territorial waters of the European Union countries.

This is despite the criticism of the migrant camps that Italy wants in Albanian soil build and launch, increasingly tall. The opposition in this country is talking about the “Italian Guantanamo”.

“Giorgia Meloni”, the Prime Minister of Italy and “Edi Rama”, the Prime Minister of Albania, signed an agreement at the beginning of November, according to which the two Camps for Italian migrants will be built in the port city of Schengen, Albania, and the city of Jader, 20 kilometers away.

From next spring, boat refugees who will be rescued by the Italian Coast Guard will be sent to these two asylum centers with a total of 3,000. Accommodation will be provided. These camps must be subject to Italian jurisdiction. Rome also guarantees their financing. “Edi Rama”, the Prime Minister of Albania, spoke of the “historic and innovative agreement” between the two countries.

In Albania, critics described Prime Minister Rama’s agreement to the outsourcing of Italian immigrants as “betrayal”.

Both in Rome and Tirana, constitutional lawyers expressed doubts about the legality of the treaty. In particular, the question was raised whether the rights of asylum seekers are guaranteed in these centers. In Italy, the opposition also criticized the fact that the deal was done in secret, bypassing parliament.
