“Jabaraf”: There is no concern for repayment of Kyrgyzstan’s foreign loans

Referring to the payment of the country's foreign loans in the next few years, the president of Kyrgyzstan said: From now on, there is no reason to worry about foreign debts.

According to the Fars news agency reporter in Tashkent, the President of Kyrgyzstan Sadir Jabaraf in an interview with the national news agency “Khobar” about the country’s foreign debt, the implementation of the construction projects of the Qanbarate-1 hydropower plant, the railway line “China-Kyrgyz-Uzbekistan” and water payment problems.

The President of Kyrgyzstan said about the country’s foreign debt: From now on, there is no reason to worry about foreign loans. There is no threat. Firstly, the previously received loans have not been spent on self-sufficiency projects.

Jabaraf continued: The money has been wasted. The latest loans received were for the North-South Replacement Road, Datka Kamin and Thermal Power Plant. We needed these projects. But they cost us twice as much. Control was very weak, there was corruption. These projects could have been completed at half the price. Also, its repayment period can be shortened. Today, the time has come to repay these debts and we have started paying them.

He stated: We will pay the previous debts by 2035. Some of our citizens criticize with the sentence that you said: “Will you pay the debt in two or three years?” Why didn’t you pay?” We can collect and pay all our reserves. Our government has enough power for this.

Kyrgyz president noted: But when getting a loan, the contract included the following conditions: if you want to pay off the debt early, the interest rate will be very high. will be higher. This is of no use to us. Because these costs are unreasonable. Therefore, we will pay the debt according to the schedule. There is no danger in this. Because you can see that our budget has multiplied. In fact, there were already fears that we would not be able to repay our foreign debt. Because the government was weak in allocating funds.

Jabaraf added: Secondly, we calculated exactly which project, under what conditions and when will become self-sufficient. Now we work on the principle of “measure 7 times, cut once”. I will give just one example: we are ready to receive a loan for the construction of the hydroelectric power plant “Qanbarate-1”. We will receive funds soon. If the “Qanbarate-1” hydropower plant is completed, it will be profitable after 12 to 13 years, just like the “Toktogol” hydropower plant.

Kyrgyz President said : If we talk about the “China-Kyrgyzstan-Uzbekistan” railway line, one should think. It is a huge amount. This project will pay off after 35 to 40 years, but our country will turn from a dead end into a transit country. This road will serve the people of Kyrgyzstan and our country for life. We are looking for ways to implement this project in a different way and not through foreign loans. God willing, we will solve this problem. We will soon start construction of the railway line.

Jabaraf stressed: You don’t need to worry about the debts received for other projects. Any current project is a project that earns its own money without government funding. Debts that had already been received seemed to disappear into the sand. They either did not earn their money or did not benefit the government.

He emphasized: We will not allow this to happen again. We will do all the calculations before starting the execution. We do not approve projects that do not produce results in the short term. So there is no reason to worry. You don’t need to bring this up anymore. There is no need for political work.

Jabaraf said about the water situation and the lack of water in the country and giving water to the neighbors: As far as the daily and ten-day regulation pools are concerned, the pools Built in the past, they were not stolen. Due to insufficient water storage, farmers faced water shortage in the irrigation season. This year, we will clean all the pools.

He stated: In addition, I ordered the construction of new daily and 10-day regulation pools throughout the country. These daily adjustment and 10-day adjustment pools primarily benefit our downstream neighbors. Because in the irrigation season, there are differences regarding running water.

Jabaraf continued: If we collect meltwater in the winter in the ponds with daily regulation and 10-day regulation, from the spring the river water It flows completely to our neighbors. That means they will receive even more water than before. During the irrigation season, our farmers can use the water of the daily regulation and 10-day regulation pools, and our neighbors can use running water. It has gone under water. Due to the lack of daily adjustment pools upstream, the water flowed into the city and flooded the streets.

If there were daily adjustment pools, these waters could have been preserved. This happens in all regions of our country. If we could save water in the winter, our neighbors would have a lot of water. It should be used so that there are no disputes later. We will give water to our neighbors as much as they need.

Jabaraf added: I will give you an example. We started the construction works of the hydropower plant “Qanbarate-1”. Neighbors will benefit from this water power plant in the form of water resources. We only benefit from electricity.

He continued: We use only one percent of Narin water for irrigation and drinking water. 99% is allocated to Uzbekistan and Kazakhstan. When the “Qanbarate-1” hydroelectric power plant is completed, we can use it to generate electricity in the winter and give enough water collected in the “Toktogol” power plant to our neighbors during the irrigation season.

Jabaraf noted: Currently, we use the Toktogol hydropower plant to generate electricity in winter, but we have to stop it in summer. Because if we don’t save water for next winter, we will be without electricity. We are trying to solve these problems.

At the end, the Kyrgyz president stressed: We think not only about ourselves, but also about our neighbors. Since we are eternal neighbors, we should think about each other’s most important issues. To say “we are in the upper hand and we don’t give water” is pointless. We are all brother people, eternal neighbors and highly dependent on each other.
