This agreement aims to stop mutual military operations between the two sides and achieve complete and permanent peace, the exchange of prisoners between the parties, the end The blockade against Gaza, the reconstruction of Gaza and the return of residents and displaced people of Gaza to their homes, providing all the needs to provide shelter and aid to all residents in all areas of Gaza are according to the following steps:
– The first stage (45 days)
This humanitarian stage aims to release all Israeli prisoners, women and children (under 19 and civilians) and the elderly and sick in exchange for the release of a certain number of Palestinian prisoners, in addition to increasing humanitarian aid to Gaza, transferring Israeli forces abroad. It is from the residential areas of Gaza and issuing permits for the reconstruction of hospitals, houses and various facilities in all areas of Gaza. At this stage, the United Nations and its affiliated agencies should also be allowed to provide humanitarian services to the people of Gaza and establish shelter camps for the residents of the area. This stage is as follows:- Temporary suspension of military operations, suspension of aerial reconnaissance operations and the transfer of Israeli forces out of residential areas throughout Gaza in the vicinity of the barrier line. In this way, the two sides can complete the exchange of prisoners and detainees.

– Ensuring the opening of all crossings with the Gaza Strip, the return of trade and allowing the free movement of people and goods without hindrance.
-Removing all the restrictions that Israel has created for the movement of passengers, the sick and the injured in the Rafah crossing.
– Ensuring that all wounded men, women and children can go out of Gaza for treatment without restrictions.
– Egypt and Qatar will make all efforts with all relevant parties to manage and monitor to ensure They will take the lead in carrying out the following actions:
-Provision and arrival of sufficient heavy equipment for debris removal in Gaza.
– Reconstruction of hospitals and bakeries and the arrival of sufficient necessities to set up tents for the displaced. So that from the beginning of the implementation of this phase, 15,000 temporary housing units plus 200,000 tents should be brought into the Gaza Strip every week, which includes an average of 50,000 tents per week, to accommodate people whose homes were destroyed by the invaders during the war. It should be enough.
– The start of reconstruction and repair of infrastructure in all areas of Gaza and the reconstruction of electricity, communication and water networks.
– Approval of the reconstruction plan for houses and economic institutions and public facilities They were destroyed due to the aggression and the timeline for their reconstruction should be a maximum of 3 years.
– The resumption of all humanitarian services to the people in all areas of the Gaza Strip by the United Nations and its agencies, especially UNRWA and all international organizations; So that these entities must resume their activities in the Gaza Strip as before October 7, 2023.
– Resupplying the fuel needed by the Gaza Strip to restart the power plants and all related sectors.
