Moscow: There is no alternative to JCPOA

Mikhail Ulyanov, ambassador and permanent representative of Russia to international organizations based in Vienna, once again emphasized on Tuesday morning that there is no alternative to JCPOA.

Mikhail Ulyanov wrote on his user account on the X social network (formerly Twitter) on Tuesday morning: A year ago, Western analysts and most officials speculated a lot about the second plan about the program. They proposed Iran’s nuclear program.

He added: Russia has always expressed the view that there is no realistic plan and no alternative to the JCPOA. Now we see that Russia was right.

After signing the JCPOA in 2014 with the aim of canceling oppressive sanctions, Iran, as a responsible country, implemented its obligations flawlessly and this issue was confirmed in 16 reports of the International Atomic Energy Agency. But after Donald Trump entered the White House, the sanctions that had been lifted due to the JCPOA were reinstated with his unilateral decision to withdraw from this agreement on May 8, 2018.

In 2018, the Islamic Republic of Iran activated the dispute resolution mechanism within the framework of the JCPOA Joint Commission at the level of foreign ministers of the remaining members of this agreement. As a result of this meeting, by issuing a statement, the JCPOA member parties made 11 commitments to compensate for the economic damages caused by the unilateral action of the United States.

However, the uneven implementation of this agreement on the one hand and the pressures caused by the application and intensification of unilateral sanctions by the United States on the other hand, caused that one year after the withdrawal of the United States from the JCPOA, finally on May 18, 2018 (May 8, 2019), the Supreme Security Council The National Assembly of the Islamic Republic of Iran should take decisions in order to stop step by step the implementation of voluntary measures of nuclear commitments by giving 60 days to diplomacy.

Iran fulfilled all its obligations under this agreement until one year after the withdrawal of the United States from the JCPOA in order to give the European countries who promised to compensate the effects of Washington’s withdrawal from the agreement a chance to try to fulfill this promise. However, due to the fact that European countries have not fulfilled their promises, Iran also reduced its obligations under the JCPOA in several steps.

After taking office in January 2021, the Democratic administration of Joe Biden condemned the unilateral action of the former administration of this country to withdraw from the Iran agreement and the 5+1 group, but it has continued the maximum pressure policies of the administration of Donald Trump.

Negotiations for the resumption of the JCPOA were held in Vienna in eight rounds with the presence of the representatives of the 4+1 Group, the European Union and Iran. The American delegation was also indirectly present in the talks. However, the outcome of the negotiations was delayed due to factors such as inconsistency in behavior, procrastination in decision-making, extravagance and new requests from the US side.

Iran, as a responsible country, has always declared that it is ready to conclude a stable and reliable agreement that will remove the sanctions in a guaranteed way and will not remain as a lever of pressure to be used against Iran in the future.

Ayatollah Seyed Ebrahim Raisi, the President of our country, stated in this connection that the interactions with Iran are based on fair and honorable behavior. Stating that the JCPOA negotiations are not the only file and agenda of the 13th government, he pointed out that if the behavior of the West towards Iran is corrected, the negotiations will continue and reach results.
