For this purpose, the European Union is committed to a diplomatic solution to Iran’s nuclear issue and calls on all countries to support the implementation of UN Security Council Resolution 2231 (2015).
Referring to Iran’s compensatory measures in the JCPOA following the unilateral withdrawal of the United States and the inaction of the European parties in implementing their obligations, he claimed: We are sorry that Iran has not taken the necessary decisions and measures to return to its nuclear-related obligations in the framework JCPOA has not done. For this reason, the risk of a nuclear weapons proliferation crisis in the region has increased as a result of the progress of Iran’s nuclear program.
This European diplomat asserted that Iran should take specific measures to restore the trust of the international community and claimed: The European Union is deeply concerned about the successive reports of the International Atomic Energy Agency, which report an alarming acceleration about Iran’s nuclear program. Iran’s actions, which have no credible civilian justification, pose significant proliferation-related risks and raise serious concerns about Iran’s motivation.
In another part of his alleged statements, the European Union ambassador pointed to Iran’s decision to revoke the license of a number of inspectors of the International Atomic Energy Agency, which was done within the framework of the sovereign rights stipulated in Article 9 of the Comprehensive Safeguard Agreement, and claimed: Iran should fully Cooperate with the International Atomic Energy Agency to facilitate the implementation of the safeguards agreement as well as the supervision of the JCPOA and ensure proper treatment with inspectors.
Halgaard called Iran’s actions within the framework of the strategic law of the parliament (Strategic Action Law to Lift Sanctions and Protect the Interests of the Iranian Nation) as an obstacle to the ability of the Agency to guarantee the peaceful nature of Iran’s nuclear program and claimed: from February 23, 2021, the verification process And the Agency’s supervision regarding the implementation of the JCPOA has been seriously affected as a result of Iran’s decision to stop the implementation of clarification measures and the Additional Protocol. Iran’s unilateral decision in June 2022 to remove all surveillance equipment has aggravated the situation […] We reiterate our serious concern in this regard.
While repeating the political claims against our country’s peaceful nuclear program, Hallgard claimed: We strongly ask Iran to change the course of its nuclear activities, to return without delay to its political commitments in the field of nuclear non-proliferation, and to implement all monitoring and verification measures. related to the JCPOA as well as the additional protocol. These measures, along with the full implementation of the Comprehensive Safeguards Agreement, are necessary to help build international confidence in the exclusively peaceful nature of Iran’s nuclear program.
After signing the JCPOA in 2014 with the aim of canceling oppressive sanctions, Iran, as a responsible country, implemented its obligations flawlessly and this issue was confirmed in 16 reports of the International Atomic Energy Agency. But after Donald Trump entered the White House, the sanctions that had been lifted due to the JCPOA were reinstated with his unilateral decision to withdraw from this agreement on May 8, 2018.
In 2018, the Islamic Republic of Iran activated the dispute resolution mechanism within the framework of the JCPOA Joint Commission at the level of foreign ministers of the remaining members of this agreement. As a result of this meeting, by issuing a statement, the JCPOA member parties made 11 commitments to compensate for the economic damages caused by the unilateral action of the United States.
However, the unbalanced implementation of this agreement on the one hand and the pressures caused by the application and intensification of unilateral sanctions by the United States on the other hand, caused the Supreme National Security Council of the Islamic Republic of Iran to make decisions to stop step by step one year after the withdrawal of the United States from the JCPOA. Implement voluntary measures to adopt nuclear commitments by giving 60-day opportunities to diplomacy.
Iran fulfilled all its obligations under this agreement until one year after the withdrawal of the United States from the JCPOA in order to give the European countries who promised to compensate the effects of Washington’s withdrawal from the agreement a chance to try to fulfill this promise. However, due to the fact that European countries have not fulfilled their promises, Iran also reduced its obligations under the JCPOA in several steps.
After taking office in January 2021, the Democratic administration of Joe Biden condemned the unilateral action of the former administration of this country to withdraw from the Iran agreement and the 5+1 group, but it has continued the maximum pressure policies of the administration of Donald Trump.
Negotiations for the resumption of the JCPOA were held in Vienna in eight rounds with the presence of the representatives of the 4+1 Group, the European Union and Iran. The American delegation was also indirectly present in the talks. However, the outcome of the negotiations was delayed due to factors such as inconsistency in behavior, procrastination in decision-making, extravagance and new requests from the US side.
Iran, as a responsible country, has always declared that it is ready to conclude a stable and reliable agreement that will remove the sanctions in a guaranteed way and will not remain as a lever of pressure to be used against Iran in the future.
