Challenges such as terrorism, drug trafficking, and deficiencies in border control continue, and the stability of Afghanistan and its neighbors threatens it.
The threat of terrorist groups has worried the neighbors. Unfortunately, the de facto authorities have not yet fulfilled their commitments to fight terrorism.
As one of the main neighbors of Afghanistan, the Islamic Republic of Iran continues to face challenges in the field of illegal immigration. . The migration of millions of Afghans to Iran has added a burden on our shoulders under the sanctions. Unfortunately, the international community and individual countries have shown little sensitivity to this issue. Iran is directly involved with the consequences of the situation in Afghanistan
Furthermore, the Islamic Republic of Iran has been denied access to even the most basic border surveillance equipment under the pretext of sanctions. . This emphasizes the different priorities and concerns of the neighboring countries and the international community regarding Afghanistan.

These concerns include creating an inclusive government, protecting the rights of all ethnic groups, and fighting terrorist groups. , preventing illegal immigration, and dealing with drug production and trafficking. These concerns are partly reflected in the independent assessment (S/2023/856), which emphasizes positive elements and recommends consistent engagement with de facto authorities.
The presence of an inclusive government in Afghanistan can help solve many problems, such as stopping conflicts and reducing the number of Afghan refugees going to neighboring countries. An inclusive government can also create a foundation for stability and security in Afghanistan and help protect human rights, especially women’s rights. The Islamic Republic of Iran considers the inclusive government to improve the lives of the Afghan people and return refugees, which unfortunately has worsened in the last two years and created serious challenges for us.

To achieve these goals, we believe that a comprehensive road map is necessary to explain step by step and provide concrete measures for the steps taken by the de facto authorities.
The United Nations Deputy Mission in Afghanistan (UNAMA) plays an essential role in pursuing peace and stability in this country. The Islamic Republic of Iran reiterates its full support to UNAMA and the Special Representative of the Secretary General in carrying out his mission. Considering the current situation, UNAMA needs a strong agenda to help the people of Afghanistan and maintain peace and security in this country.
