The European Troika: Iran should take practical steps to de-escalate its nuclear program

In a joint statement, the three countries of England, France and Germany, after repeating political and threadbare claims about the progress of our country's nuclear industry, claimed that Iran should take practical steps to de-escalate its nuclear program.

The three countries of England, France and Germany, known as the European Troika, in a joint statement at the quarterly meeting of the Board of Governors of the International Atomic Energy Agency, a copy of which was published on the website of the British Ministry of Foreign Affairs, pointed out Regarding our country’s compensatory measures in the JCPOA, they claimed: Iran has raised its nuclear activities to a new level in the past five years, which is unprecedented for a country without a nuclear weapons program.

They expressed doubts about Iran’s motivation to implement the statement of March 4 (March 14), an agreement that was made based on the good faith of our country to resolve the alleged safeguard issues, and blackmailed Iran’s actions within the framework of the Parliament’s strategic law (Act Law a strategy to lift sanctions and protect the interests of the Iranian nation), claimed that the agency cannot give assurances about the peaceful nature of Iran’s nuclear program.

Three European countries, continuing to create propaganda against our country’s nuclear program, claimed that Iran’s decision to cancel the authorization of a number of inspectors of the International Atomic Energy Agency, which took place within the framework of the sovereign rights mentioned in Article 9 of the Comprehensive Safeguard Agreement, in addition to the non-implementation of the Additional Protocol “It seriously affects the IAEA’s verification and monitoring capabilities and activities.”

In another part of this statement, the Troika, without mentioning which country is to blame for the current situation in the implementation of the JCPOA and by delaying the decision, brought the Vienna negotiations to a dead end, demanding that Iran return to the full implementation of the obligations of the 1994 agreements, the implementation of the protocol Added to the March 4 statement.

They claimed: Iran must now take serious and meaningful steps that show the country’s real desire to de-escalate and rebuild the necessary trust between Iran and the international community.

The three European countries asserted that “Iran’s nuclear developments significantly harm international security and undermine the global architecture of non-proliferation,” and claimed: “We, along with our international partners, are engaged in consultations on the best way forward.” Solution: We will continue to remove growing doubts about the peaceful nature of Iran’s nuclear program

Repeating the false claims against Iran’s peaceful nuclear program, they claimed: We are committed to a diplomatic solution and are ready to use all available diplomatic levers to prevent Iran from acquiring nuclear weapons.

After signing the JCPOA in 2014 with the aim of canceling oppressive sanctions, Iran, as a responsible country, implemented its obligations flawlessly and this issue was confirmed in 16 reports of the International Atomic Energy Agency. But after Donald Trump entered the White House, the sanctions that had been lifted due to the JCPOA were reinstated with his unilateral decision to withdraw from this agreement on May 8, 2018.

In 2018, the Islamic Republic of Iran activated the dispute resolution mechanism within the framework of the JCPOA Joint Commission at the level of foreign ministers of the remaining members of this agreement. As a result of this meeting, by issuing a statement, the JCPOA member parties made 11 commitments to compensate for the economic damages caused by the unilateral action of the United States.

However, the unbalanced implementation of this agreement on the one hand and the pressures caused by the application and intensification of unilateral sanctions by the United States on the other hand, caused the Supreme National Security Council of the Islamic Republic of Iran to make decisions to stop step by step one year after the withdrawal of the United States from the JCPOA. Implement voluntary measures to adopt nuclear commitments by giving 60-day opportunities to diplomacy.

Iran fulfilled all its obligations under this agreement until one year after the withdrawal of the United States from the JCPOA in order to give the European countries who promised to compensate the effects of Washington’s withdrawal from the agreement a chance to try to fulfill this promise, but considering Because European countries have not kept their promises, Iran also reduced its obligations under the JCPOA in several steps.

After taking office in January 2021, the Democratic administration of Joe Biden condemned the unilateral action of the former administration of this country to withdraw from the Iran agreement and the 5+1 group, but it has continued the maximum pressure policies of the administration of Donald Trump.

Actually, experience has shown that despite the claims of diplomacy, the White House does not have the necessary will to make a decision on returning to the JCPOA and compensating for the failed policy of the former US President Donald Trump’s administration against Iran.

Negotiations for the resumption of the JCPOA were held in Vienna in eight rounds with the presence of the representatives of the 4+1 Group, the European Union and Iran. The American delegation was also indirectly present in the talks, but the outcome of the negotiations was delayed due to factors such as inconsistency in behavior, delay in decision-making, extravagance and new requests from the US side.

Iran, as a responsible country, has always declared that it is ready to conclude a stable and reliable agreement that will remove the sanctions in a guaranteed way and will not remain as a lever of pressure to be used against Iran in the future.
