Everything Security Council resolution to establish a ceasefire in Gaza

In addition to being a political defeat for Washington and Tel Aviv, the Security Council's resolution to establish a ceasefire in Gaza can increase the pressure of world public opinion against the Zionist regime.

Mehr News Agency, Intergroup International: Finally, the resolution proposed by the non-permanent members of the Security Council regarding the Gaza war was approved by the US refraining from using the veto. However, the reaction of the American and Zionist authorities after the approval of this resolution created ambiguities about it. In this article, while referring to the content of the resolution, its consequences are examined.

In what circumstances was the resolution issued?

The sixth month of the Zionist regime’s genocide against the people of Gaza is coming to an end. Over the past 171 days, more than 32,330 Palestinians have been martyred and more than 74,600 Palestinians have been injured. The Zionist regime prevents the arrival of humanitarian aid and has adopted the policy of starving the people of Gaza, especially children. Meanwhile, the attacks and siege of medical centers and hospitals also continue. Antonio Guterres, the Secretary General of the United Nations, who has repeatedly criticized the genocide in Gaza, recently visited the region, including Rafah, and described the humanitarian situation in Gaza as “heartbreaking” and considered it a “moral scandal” for the Zionist regime. .

At the global level, the Security Council became an invalid and ineffective institution to stop the genocide in Gaza with the use of the veto by America. The image of America was practically destroyed with the veto of three resolutions and its claim of human rights was questioned.

In this situation, during the last week, efforts to pass a resolution in the UN Security Council increased. Last Friday, Russia and China vetoed the resolution proposed by the United States because this resolution was another leaf of Washington’s support for the genocide in Gaza and had no effect on stopping this Zionist crime. Next, the non-permanent members of the Security Council presented a draft of a new resolution, which was approved by the American abstention.

What are the contents of the resolution?

This resolution, which was approved by the positive vote of 14 of the 15 members of the Security Council and the US abstained, has three important parts, which are: an immediate ceasefire during The holy month of Ramadan, the immediate and unconditional release of all Zionist prisoners and the removal of all obstacles in providing humanitarian aid to Gaza. Also, in this resolution, the Al-Aqsa storm operation on October 7 was not condemned. The important point is that due to the pressure of the US, the term “permanent ceasefire” has been removed from this resolution and the follow-up for a permanent ceasefire has been postponed until after the holy month of Ramadan. In the final text of the resolution, the condemnation of Hamas is not mentioned; An issue that John Kirby, the strategic communications coordinator of the White House National Security Council, mentioned as the main reason for Washington’s abstention on the resolution.

What are the consequences of passing the resolution?

The consequences of passing this resolution can be stated in the following cases:

1. The atmosphere of the Security Council during the review and approval of this resolution was clearly anti-Zionist. Almost all members of the Security Council expressed concern about the dire situation in Gaza. Ammar Benjama, the representative of Algeria in the Security Council, said: “A resolution was passed that calls for an immediate ceasefire in the Gaza Strip in order to end the killings that have unfortunately continued for the past 5 months. This bloodbath has been going on for a long time. One of the main reasons for the anger of the Zionist authorities about this resolution is also related to this prevailing anti-Zionist atmosphere.

2. Passing this resolution was a huge failure for America. Observing the behavior and statements of American officials shows that Joe Biden’s administration is helpless against the Zionist regime. On the one hand, the Biden government supports the Zionist regime’s crimes against Gaza, and on the other hand, considering the severe deterioration of the humanitarian situation in Gaza and international pressures, it demands the sending of humanitarian aid. This is an obvious contradiction in America’s approach to the Gaza war. On the other hand, in order to reduce the global pressure against this country, America had to abstain from the proposed resolution in the Security Council, and at the same time, after the approval of this resolution, the spokesperson of the US Ministry of Foreign Affairs claimed that this resolution is not binding. Therefore, on the one hand, not vetoing the resolution made the difference between the Zionist regime and the United States public, and on the other hand, reducing the weight of the resolution and the Security Council also caused the criticism of the American ambassador’s comment to intensify.

3. The approval of this resolution was an important political victory for the Hamas movement because Hamas was not condemned in this resolution. The resolution calls for an immediate ceasefire as well as humanitarian aid to Gaza. Although the release of Zionist prisoners was also approved in the resolution, Hamas will do this only after a permanent and stable ceasefire.

4. This resolution will not stop the genocide in Gaza. Immediately after the resolution was passed, the Zionist authorities announced that they would not implement it. Benny Gantz, a member of the Israeli war cabinet, said: “The Security Council’s resolution does not have any importance for us.” Matthew Miller, the spokesperson of the US State Department, also said: “The resolution approved by the UN Security Council regarding the immediate ceasefire in Gaza is not binding and its implementation will be done through negotiations.” Postponing the implementation of the resolution to an agreement in the negotiations, while several rounds of negotiations and mediation have been carried out, but Hamas and the Zionist regime have not come close to an agreement. Therefore, these two comments have raised concerns about the non-implementation of the resolution. The same concerns regarding non-implementation have also caused the reaction of China and also the Secretary General of the United Nations. China’s ambassador and permanent representative to the United Nations said: “The resolutions of the Security Council are binding.” UN Secretary-General Antonio Guterres wrote on his X account: “This resolution must be implemented. Failure to implement it will be unforgivable.”

Result

Regardless of whether the resolution approved by the Security Council is implemented or not, this resolution was a political failure of the United States and the Zionist regime, and it can increase the pressure of global public opinion against the regime. to increase Zionism. Also, this resolution can postpone the possible ground attack of the Zionist regime on Rafah. Another important point is that the resolutions of the Security Council are binding, but the executive mechanism of the United Nations is limited. The Security Council can take punitive measures against the Zionist regime (although the US will block these measures). Failure to implement the resolution will intensify the inefficiency and discredit of the Security Council.
