Moscow put Ukraine’s top spy on the list of legitimate targets

Budanov has openly supported an attack on Russian territory, including territories that Kiev considers under Moscow’s rule. At first, he called these attacks “partisan activities and operations” and later accepted the responsibility on behalf of Kiev.

Burtynakov said in response to a question about Budanov and other senior Ukrainian intelligence officials: Those who commit crimes against Russia and its citizens are legitimate targets.

In response to why Moscow has not yet taken action against these legitimate goals, he emphasized that “this possibility is still under action.”

Russia’s Federal Security Service initially identified Budanov as the mastermind of the October 2022 Crimean bridge bombing. That attack was carried out by a truck driver with high explosives, and during which he and four people were killed near the car bomb.
