After some media claimed that the terrorists involved in the attack on the concert hall on the outskirts of Moscow used the Telegram messaging app to recruit members, the Kremlin asked the app’s owner to be more careful.
According to Reuters, Kremlin spokesman Dmitry Peskov says he has no plans to block Telegram, but expects more attention from Pavel Durov.
