The senior sources of the Palestinian resistance announced the details of the plan proposed by the mediators for a ceasefire in Gaza, which has been presented to Hamas, and the position of the movement towards it.
According to this report, the plan proposed by the mediators includes three stages and each stage is 42 days.
These sources added: The first phase includes the gradual return of civilians to the north of the Gaza Strip, without specifying their number, although the previous proposal included the return of 2,000 displaced persons per day.
According to this plan, the first phase includes the temporary settlement of refugees in the north of Gaza under the supervision of the United Nations and also includes the daily sending of 500 trucks carrying humanitarian aid to these areas.
Palestinian sources added: In the first phase, hospitals, health centers, and bakeries will be ready for reuse and the reconstruction of infrastructure will begin, and this infrastructure includes roads, water, electricity, sewage, and communication networks, as well as the arrival of equipment for debris removal.
According to this report, Hamas objects to the gradual return of refugees to northern Gaza and opposes it.
Also, the proposal of the mediators includes the deployment of the military forces of the Zionist regime outside the densely populated areas that the Zionist regime specifies.
According to these sources, Hamas is against this part of the proposal and believes that the term “outside the densely populated areas” gives the Zionist regime the right to control these areas and form a buffer zone.
At the same time, the aforementioned sources told al-Mayadeen that Hamas agrees to the presence of Israeli forces on the border, provided that they later move completely outside the borders of Gaza.
In the proposed plan, the Zionist regime agrees to the opening of al-Rashid and Salahuddin streets in Gaza, provided that Israeli forces are stationed within 500 meters of these two streets.
According to this report, Hamas has rejected this field proposal and for the first stage, it demands the withdrawal of Zionist forces from Salah al-Din and al-Rashid and deployment at the “Netzarim” intersection. Hamas has emphasized that this process should eventually lead to the complete withdrawal of forces outside the borders.
The first stage of the plan proposed to Hamas includes the release of 40 Israeli prisoners, including women, children and the elderly, in exchange for the release of 900 Palestinian prisoners, including 100 people sentenced to life imprisonment.
These sources told Al-Mayadeen that there are 2 problems regarding the issue of prisoners that must be resolved, firstly, that the Zionist regime has demanded the release of 40 prisoners, and if the number of children, women and elderly people with the Palestinian side in Gaza was not enough, the prisoners would die. They should be released, and this issue has been rejected by Hamas, and the second problem comes back to the fact that the Zionist regime can release any of the Palestinian prisoners sentenced to life imprisonment, and this has been rejected by Hamas.
According to this report, the provisions of the second phase of the proposed plan include the agreement of both sides to release all Israeli prisoners and return to what is called “sustainable peace” in this proposal.
These sources said that Hamas believes that the term “lasting peace” is vague and unclear and emphasizes that this section does not include the issue of a ceasefire or a complete withdrawal.
In the continuation of Al-Mayadeen’s report, it is stated: In the second phase of the plan proposed to Hamas, there is no mention of the number of Palestinian prisoners who will be released.
These sources also said that the third stage of the proposed plan includes the exchange of the bodies of the dead Israelis and Palestinian martyrs.
