Ms. Chairman,
One of those members of the Security Council who condemned the military attacks of the Israeli regime on the diplomatic facilities of the Islamic Republic of Iran in Syria and I appreciate that they recognized Iran’s inherent right to respond to such horrific attacks. As we informed in last night’s correspondence, the armed forces of the Islamic Republic of Iran attacked Israeli military targets with missiles and drones. This action was taken in response to the repeated military aggressions of the Zionist regime, especially the military attacks of this regime on April 1, 2024 against the diplomatic places of the Islamic Republic of Iran, which was against Article 2, Clause 4 of the United Nations Charter.
 
The operations of the Islamic Republic of Iran were carried out completely in line with the exercise of our inherent right to self-defense, which is mentioned under Article 51 of the United Nations Charter and recognized by international law. Our response was necessary and appropriate. This action also accurately and only hit military targets in order to minimize the possibility of escalation of tension and prevent the harm of civilians.

Unfortunately, in this hall, some members of the Security Council, including the United States, Britain and France, once again decided to turn a blind eye to the reality and the root causes that led to the current situation. ignore While adopting a hypocritical behavior, these three countries falsely blamed and accused Iran without considering their negligence and failure to fulfill their international obligations towards peace and security in the region.
 
These three countries tried desperately and unsuccessfully to use lies, inversions, spread false information and use the destructive blame game. All the while, they deliberately ignored Iran’s inherent right to respond to violations of a fundamental principle of international law: the immunity of diplomats and diplomatic premises from aggression. Moreover, these countries ignored the root causes of the current situation in the region.
 
For more than six months now, these countries, especially the United States, have shielded the Israeli regime from any responsibility for the massacre in Gaza. While these countries reject Iran’s inherent right to defend itself against the Israeli regime’s military attacks against our diplomatic places, they have shamelessly justified and covered up all the killings and genocide of the Zionist regime against the defenseless people of Gaza under the pretext of self-defense. These countries made a desperate attempt to justify and cover up the crimes of the Israeli regime against the Palestinian people with arbitrary and misleading interpretations of self-defense.
  
Madam President, 
Following the cowardly terrorist and military attack by the Israeli regime against our diplomatic facilities in Damascus, the capital of the Syrian Arab Republic, the Islamic Republic of Iran has requested the Security Council and the Secretary General of the United Nations from this action. International wrongdoing as well as its inherent right under international law to respond to such terrorist military attacks. Also, in a telephone conversation with the Secretary General of the United Nations, the Minister of Foreign Affairs of our country, while reviewing the current situation, called for appropriate action and strong condemnation of the international community against this horrible crime.
 
We asked the Security Council to strongly condemn this illegal criminal and terrorist act and to take decisive and appropriate measures to quickly prosecute the perpetrators and prevent the repetition of such terrible crimes against the diplomatic places of any member country. Unfortunately, the Security Council has failed in its duty to maintain international peace and security.
 
You remember that Russia proposed a press statement to condemn this barbaric act. The declaration was supported by China, Algeria and many other members, but the United States, Britain and France opposed its issuance. The Islamic Republic of Iran faced with such a situation, the Islamic Republic of Iran had no choice but to exercise its inherent right to defend itself according to international laws.

The main reasons for the current situation are clear to everyone. Since the beginning of the Israeli regime’s war against the Palestinian people in Gaza, more than 34 thousand civilians, two-thirds of whom were children and women, have been killed. All civilian infrastructure has been targeted and destroyed by the Israeli regime. Even the humanitarian forces have not been immune from the military attacks of this rebellious regime.

The lack of accountability and inaction of the Council towards the genocide and war crimes of the Israeli regime against the Palestinian people has only made this regime more brazen to continue its violations. The United States and its allies have blocked the Security Council for more than six months, shielding the Israeli regime from responsibility for the Gaza massacre. Not only do they avoid condemning the Israeli regime for these crimes, they actively try to cover them up. Their only priority is to support and defend the Israeli regime regardless of the consequences and at any cost. Despite international pressure and UN Security Council resolutions, all of which call for a ceasefire, the Israeli regime has defied these resolutions. Instead, this regime focuses on committing more brutal crimes and pays no attention to international legal obligations. Madam President, this lawless regime has committed many heinous crimes against our people. The Israeli regime has brazenly and openly accepted its responsibility for terrorist attacks against Iranian officials, scientists and civilians and sabotage against our peaceful nuclear infrastructure in recent years.
The Israeli regime even made explicit threats to use nuclear weapons against an independent United Nations member state. This terrorist regime is responsible for all criminal and terrorist acts against Iran and must bear the consequences. The Islamic Republic of Iran has repeatedly warned about the consequences of the regime’s destructive activities on regional and international peace and security. Iran has exercised maximum restraint. Now is the time for the occupying regime to take full responsibility for its consequences. This regime cannot escape accountability.
 
Madam President,
The destabilizing and irresponsible actions and crimes of the Israeli regime against the nations of the region are a real threat to regional and international peace and security. The policy of the prime minister of the Israeli regime is to expand and intensify the conflict in the region in order to stay in power. The members of the Security Council should not allow the Security Council to be hostage to the ambitions of such a bellicose regime.
 
The time has come for the Security Council to assume its responsibility and address the real threat to international peace and security. The Security Council must quickly fulfill its duties under Chapter 7 of the Charter in response to the brazen defiance of the Israeli regime. The Security Council must take immediate and punitive measures to force this regime to stop the genocide and killing of the people of Gaza and adhere to its obligations, especially the full implementation of the UN Security Council resolutions and the legally binding orders of the International Court of Justice.

The Islamic Republic of Iran, as one of the responsible members of the United Nations, is committed to the goals and principles contained in the United Nations Charter and once again emphasizes its commitment to maintaining international peace and security. . The Islamic Republic of Iran, while re-emphasizing its firm position, declares that it does not seek to escalate tension or war in the region.
