Mr. Chairman,

During the past months, the Security Council has held several meetings to deal with the combined war crimes and genocide of the Israeli regime in Gaza, despite the adoption of three resolutions and a statement. Calling for an immediate end to the war and the universal sending of aid to the people has had “no practical results” – I repeat – “no practical results”.

During the same period, the International Court of Justice has also issued two temporary binding orders, the full implementation of which “practically” and at least, requires the complete cessation of Israeli attacks and the opening of all roads, including land routes for aid delivery.

Mr. President

The April 1 missile attack by the Israeli terrorist regime on the embassy building of my country in Damascus showed that this regime does not even hesitate to violate the fundamental principle of immunity of diplomatic persons and places and ignore the well-known Vienna Conventions. As most members of the Security Council declared at the April 2 meeting of this body, this attack is a clear violation of the United Nations Charter, international law and the Vienna Conventions, and therefore it is strongly condemned.

For the past months, the Security Council has not acted on our official and repeated requests to prevent further attacks by the Israeli regime on the interests, and the official military advisers of Iran’s counter-terrorism, unfortunately, because of the completely irresponsible behavior of the United States. England and France, in response to this absolutely illegal attack, failed to even issue a simple statement of condemnation!

Mr. President,

No government — I repeat — “no government” against such a brazen and serious missile attack on its country’s embassy, ​​which It is considered one of the symbols of its sovereignty, and the killing (and martyrdom) of its legal, official and diplomatic agents is never silent. The Islamic Republic of Iran, which until recently had shown considerable restraint against other terrorist missile attacks by the Israeli regime in order to prevent the expansion of the scope of the conflict, considering the region and giving the role of the United Nations a chance, when seeing the continuation of the green light from the White House Faced with the crimes of the Israeli regime and as a result of the continued inaction of the Security Council in preventing the attacks of the Israeli regime, it could no longer be patient against the attack on the embassy and the attack on its sovereignty.

Thus, Iran’s April 13 military attack:

First, it was absolutely necessary because Iran had no other option than that. did not have;

Second, it was not at the beginning but in response to a series of crimes and missile attacks by the Israeli regime against Iran’s interests, especially against our embassy in Syria It was done;

Thirdly, it was done in support of Iran’s right to legitimate defense under international law;

Fourth, it was done by observing the criteria of not attacking civilian people and places;

And fifth, solely on Two military facilities of the Israeli regime, which were used in the attack on our embassy, ​​were concentrated. Therefore, it was limited and proportional in terms of scope and military necessities. Also, since it was completely clear that some supporters of the Israeli regime, who are absolute partners in the killing of people in Gaza, will definitely help that regime in trying to neutralize Iran’s attack, so the legitimate defense was carried out in such a way as to ensure the achievement of the goal. The deliberate, accurate design and containing the message of our action in the limited and minimal attack of my country’s armed forces in the framework of international law and legitimate defense and the damage caused to specific military targets and non-aggression to civilian areas, the correctness of this assessment and the proportionality of the attack and of course the hit Guaranteed to be accurate to the target.

I emphasize: Iran’s legitimate defense and proportionate countermeasures have now ended. Therefore, the Israeli regime should be forced to stop repeating any further military adventures against Iran’s interests. Undoubtedly, in case of any use of force by the Israeli regime and aggression against Iran’s interests, the Islamic Republic of Iran will not hesitate for a moment to assert its inherent right to give an immediate, decisive and strong response to it and make this regime definitely and completely regret it. This is an irreversible decision.

I want to make it clear from New York and loudly that Iran is always a positive part of regional developments, in establishing peace and security. It has been stable, including the fight against terrorism. We will not compromise with any party in achieving maximum national security and interests of the country and the collective security of the sensitive region of West Asia. The Security Council must curb the rebellious and rebel regime of Israel and immediately end the root of the war and genocide in Gaza.

And when we talk about the stability of the region and the fight against terrorism, it is impossible not to mention the very effective and prominent role of the Islamic Revolutionary Guard Corps in the fight against terrorism. It is impossible not to celebrate the sacrifice of its generals and commanders, especially Major General Qassem Soleimani.

Undoubtedly, the sacrifice of General Soleimani and the IRGC in restoring peace to the region And in helping the government and people of Iraq and Syria, it is well-known to everyone. They will continue to provide stable security in the region.

Mr. President,

The crimes of the Israeli regime in Gaza and the West Bank and other areas of occupied Palestine, as well as its attacks on some countries in the region, show several undeniable facts:

First) The extensive military attacks of this Israeli regime have all the material and spiritual elements of the crime of aggression, war crimes, crimes against humanity and the crime of genocide, and therefore cause the international responsibility of the regime and its allies and require the trial and punishment of all are the leaders, perpetrators and supporters of committing those crimes.

Secondly, the Israeli regime, relying on the support of the American government and some of its allies, to advance its policy Apartheid, ethnic cleansing and genocide, and even expanding the scope of war, do not observe any red line. The main obstacle to serious international efforts, including in this council, to establish an immediate and permanent ceasefire in Gaza and prevent the acceptance of the full membership of the Palestinian government in the United Nations and not accompanying the issuance of the council’s statement in support of the well-known Vienna Conventions and the principle of inviolability of diplomatic places are considered.

Second) The essence and nature of the Israeli regime is based on aggression, occupation, terror and genocide. Therefore, all its past actions, such as the so-called peace negotiations, the conclusion of the Abraham Pact, and the normalization of relations, were not only peaceful, but were inherently and completely deceptive, and as a result, lacked any practical results to realize the inherent rights of the Palestinian nation.

Third) The developments and resistance of Gaza and the West Bank in the past six months proved once again, the destruction of Palestinian resistance and Hamas, as a liberation movement against the occupier. It is nothing more than an illusion. The support of all the nations of the region and the freedom seekers of the world for the praiseworthy resistance of the Palestinian nation also proved that this nation is not at all alone in realizing this inherent right under international law. Israel is not a legitimate state, it is only an occupying power, and the passage of time will never legitimize the occupying power. Because based on the well-known principles of international law, the occupation of a land is temporary even if it lasts for decades.

6) Tel Aviv’s destabilizing actions in The region is a real threat to peace and security, and preventing this process is an urgent and definite necessity; An issue that is basically considered an inherent duty of the Security Council.

While appreciating the positive efforts of the UN Secretary General in supporting the rights of the Palestinian people, Iran, along with many governments and countries of the world, asks this council to consider The high severity, wide scope and terrible negative effects of the war and genocide in Gaza and with the aim of stopping the real danger of expanding the scope of the war, as well as its harmful and extensive strategic consequences on peace and security, in this sensitive situation, he took his responsibility seriously and use all available powers and capacities to immediately stop the Israeli regime’s criminal attacks in Gaza, including Rafah, special focus on sending sufficient humanitarian aid, forcing the Israeli regime to withdraw from all of Gaza and exchange prisoners from both sides so that everyone can see the return of security and Peace to the region, from the Mediterranean coast to the Red Sea. In this framework, the Security Council is strongly expected to act on these matters by passing a comprehensive, decisive resolution under the seventh chapter of the United Nations Charter:

1- Establishing an immediate, complete, unconditional and permanent ceasefire in all areas of Gaza, including in Rafah; and even the West Bank

2- The complete lifting of the human blockade of Gaza;

3- Human exchange of prisoners;

4- Obliging the regime to immediately, completely and unconditionally withdraw all military forces and equipment They are from Gaza and the need for the safe return of people to their regions and places; 5- Applying a comprehensive and immediate arms embargo against the Israeli regime; >

6- Supporting the temporary binding order of the International Court of Justice and providing the ground for trial and punishment of all the commanders, perpetrators and supporters of Israeli crimes for committing genocide. Targeted killing of journalists, employees of popular service institutions, repeated use of unconventional weapons including phosphorous bombs and repeated threats of Israeli regime authorities to use nuclear bombs in Gaza;
