This German newspaper, citing a 17-page document dated April 15, 2022, claimed that an agreement between Moscow and Kay Yev was done and any remaining differences were supposed to be discussed in the meeting between Russian President Vladimir Putin and his Ukrainian counterpart.

According to this German media, according to the provisions of this agreement, Ukraine was committed to permanent neutrality and agreed not to allow foreign weapons and forces to enter this country. .
