European accusation against Iran’s peaceful nuclear program

We regret that Iran has not taken the necessary decisions to return to its nuclear commitments within the framework of the JCPOA, which the European Union is still committed to. The risk of a nuclear proliferation crisis in the region is increasing as a result of Iran’s nuclear path intensification. The European countries did not take any steps to implement their obligations and practically without blaming America, they condemned Iran’s inherent right to reduce its obligations, which was mentioned in the JCPOA!

These European countries are talking about a diplomatic solution while they have made desperate efforts to approve the resolution against Iran in the meeting of the Council of Governors before the start of the meeting. 

The alleged statement of the European Union also states: This Union is still concerned about the continuing alarming expansion of Iran’s nuclear program. Iran is severely withdrawing from its commitments in the JCPOA. The European Union is particularly concerned about the continued accumulation of high-enriched uranium and the development of Iran’s nuclear enrichment infrastructure. For not accepting some IAEA inspectors, Iran claimed: Iran has not yet canceled its September 2023 decision to withdraw the appointment of any of the experienced IAEA inspectors previously assigned to Iran. We expect Iran to do this without delay. This is necessary to allow the Agency to effectively carry out its verification activities in Iran. The comprehensive letter of safeguard member states have the right to avoid accepting one or a group of inspectors that they found to be incompetent, or to leave their mission incomplete or incomplete, and the exercise of this right does not require the achievement or existence of any special conditions. And the country is completely independent.

According to paragraph one of Article 9 of the Comprehensive Safeguard Agreement, the Agency must receive Iran’s consent for its proposed inspectors. Also, according to the second paragraph of the same article, if Iran opposes it either at the time of the proposal of the inspector or at any other time after the selection of an inspector, the agency must propose another inspector or inspectors to the government of Iran. According to paragraph three of the aforementioned article, if due to the repeated refusal of the Iranian government to accept the inspectors proposed by the agency, the implementation of the inspection is interrupted according to the agreement, this objection must be referred to the board of governors by the director general of the agency. According to the explicit text of the Comprehensive Safeguard Agreement, Iran can avoid accepting inspectors or inspectors without any explanation and at any time when it deems an inspector or inspectors incompetent, and the agency must replace another inspector or inspectors.

Following this anti-Iranian statement, the European Union has claimed that Iran has stopped implementing its nuclear commitments within the framework of the JCPOA.

In this statement, it is written: For more than three years, the agency has not been able to carry out several key verification and monitoring activities related to the JCPOA. Iran’s subsequent decision to remove all surveillance and monitoring equipment related to the JCPOA has further aggravated the situation. The Agency has lost its continuing knowledge of the production and inventory of centrifuges, rotors and tails, heavy water and uranium concentrates. This has detrimental consequences for the agency’s ability to provide assurances about the peaceful nature of Iran’s nuclear program.

Instead of paying attention to its failure to implement its JCPOA obligations, the European Union has tried to take measures make Iran look political. Iran’s delegation in Vienna emphasized in an explanatory note that following the illegal withdrawal of the United States from the JCPOA in May 2018 and the inability of the European Union/the three countries of Germany, England and France to fulfill their obligations, Iran in exercising its rights according to clauses 26 and 36 of the JCPOA, Suspend in February 2021 all voluntary clarifying measures beyond the Comprehensive Safeguards Agreement (CSA), including the implementation of Amending Code 3.1 as specified in paragraph 13 of the JCPOA’s preamble as well as paragraph 65 of its Annex I.

Iran stated in its note: Iran’s decision to stop implementing its obligations under the JCPOA is fully in line with the country’s inherent rights according to clauses 26 and 36 of the JCPOA and is a response to the illegal withdrawal of the United States from the JCPOA. , along with the inability of three European countries to adhere to their obligations. This obvious fact cannot in any way be a basis for the three European countries to refrain from fulfilling their obligations.
