Dear Mr. President,
I present the joint statement on behalf of the People’s Republic of China, the Islamic Republic of Iran and the Russian Federation. Our countries have consistently been strong supporters of JCPOA. Together with other parties, we invested time and effort in the negotiations that led to the conclusion of the JCPOA in 2015 and its subsequent implementation. Since 2018, when the United States illegally and unilaterally withdrew from this agreement and imposed unilateral and illegal sanctions and applied maximum pressure policy against Iran, our support for the JCPOA has not changed. We did not hesitate to make any effort to restore the JCPOA. We participated in 9 rounds of negotiations here in Vienna. We three countries have confirmed their readiness to conclude the restoration of this agreement based on the August 2022 text.
Unfortunately, the other JCPOA participants – France, Germany and the UK – as well as the United States, despite their promises, have followed a different process. chose, they are ignoring the common goal of resuming the implementation of the JCPOA by us because of their own political considerations.
The People’s Republic of China, the Islamic Republic of Iran and the Russian Federation are of the opinion that the provisions of the JCPOA are still valid – as It is based on UNSCR 2231. One of the most recent examples – on the JCPOA transition day in October 2023, a number of remaining restrictions were lifted from Iran. It should be noted that the United Nations under the Secretary General announced in an official letter (S/AC.58/2023/OC.14) that the Secretariat on October 19, 2023, from the Security Council website, listed 23 people and 61 persons subject to restrictive measures. Remembering paragraph 8 of UNSCR 2231, we emphasize that after the time periods provided in the JCPOA and UNSCR 2231, with Iran’s nuclear program It will be treated in the same way as any other non-nuclear weapon state that is a member of the NPT. The incident quelled existing questions about Iran’s peaceful nuclear program based on mutual acceptance. The IAEA Secretariat could also have more extensive verification and monitoring tools. Undoubtedly, the fully operational nuclear deal served as a tool to limit and reduce tensions. We don’t think anyone can argue that this has been a win-win situation for everyone.
The People’s Republic of China, the Islamic Republic of Iran and the Russian Federation are convinced that it is time for Western countries to show political will. , avoid the endless wheel of escalation that has been spinning for the past two years and take the necessary steps to revive the JCPOA.
