Joint statement of 8 countries in support of Iran at the meeting of the Council of Governors

We would like to express our deepest condolences. Regarding the death of President Ebrahim Raisi and Hossein Amirabdollahian, Minister of Foreign Affairs of Iran, in the tragic helicopter accident on May 20, we express our deep sympathy to the government and people of Iran.

We would like to take this opportunity to share our views on the draft resolution “NPT Safeguard Agreement with the Islamic Republic of Iran” presented by France, Germany and England.

Moving a resolution against a country that has recently gone into mourning due to the tragic death of its president and foreign minister goes beyond possible norms of diplomatic practice and etiquette. Inciting a political confrontation in such a special and sensitive context is clearly not productive for international efforts to address Iran’s nuclear issue.

We remember the nuclear non-proliferation as a party to the NPT treaty. We welcome Iran’s continued engagement with the Agency on remaining safeguards issues and appreciate Director General Grossi’s visit to Iran last month as well as positive incentives for further dialogue and cooperation. During the Director General’s recent visit to Iran last month, the two sides agreed to maintain their communication regarding the continued implementation of the March 2023 joint statement, while discussing further cooperation. At such a time, France, Germany and the UK are seeking to advance draft resolutions that will have the opposite effect. have been used to manage the issues that are supposed to be resolved in the usual mutual cooperation between the IAEA Secretariat and Iran. This draft resolution aims to exploit the temporary break in cooperation between Iran and the International Atomic Energy Agency, regardless of recent interactions between the Director General and Iranian officials. Also, this draft resolution sets a very bad precedent for the IAEA safeguards system. The strong encouragement and support of the IAEA and Iran in interacting and returning Iran’s nuclear issue to the right track through dialogue and constructive cooperation. Reality has proven time and time again that confrontation and pressure are not constructive to resolve differences. On the contrary, these actions jeopardize the cooperation between the Agency and Iran and make the issue more complicated. The non-constructive and confrontational approach chosen by the co-authors of the resolution sends a clear signal to the international community that having a simple majority is enough to impose and abuse the decision-making process in the Council of Governors. If this draft resolution is approved, it will be another mistake and a mistake in calculations that will inevitably lead to confrontation. put themselves aside and examine the future of Iran’s nuclear issue rationally and responsibly. Solving Iran’s nuclear issue requires providing the necessary time and space for the Secretariat and Iran to make more constructive efforts, thus creating a positive atmosphere for political dialogue and basic cooperation. We call on all member states to play a constructive role and resist any attempt to politicize safeguards issues. We should support cooperation rather than confrontation.
