The international community should force Israel to implement the judgment of the International Court of Justice

The full text of the letter of the Acting Minister of Foreign Affairs of Iran to the Secretary General of the United Nations is as follows:

Your Excellency,

Following the previous correspondence of the Islamic Republic of Iran regarding the genocidal invasion of the Israeli occupying regime in the Gaza Strip, including the letter dated January 19, 2024 (A/78/77-S/2024/174), I consider it necessary to emphasize the vital role and inevitable responsibility of the United Nations for the ongoing killings in the occupied Palestinian territories by the Israeli regime.

Despite the widespread condemnation and global outrage, and despite the ruling of the International Court of Justice dated May 24, 2024 that the aggressor regime “in accordance with its obligations under the Convention on the Prevention of Punishment and the Crime of Genocide, and Considering the dire living conditions that civilians are facing in Rafah province” it is required to “a) immediately stop the military attack and any other action in Rafah which can impose living conditions on the Palestinian group in Gaza that lead to its physical destruction in whole or in part; b) keeping the Rafah crossing open to provide basic services and essential humanitarian aid without] none [Obstacles; and (c) take effective measures to ensure unimpeded access to any commission of inquiry, fact-finding panel or other investigative body mandated by the competent organs of the United Nations to investigate allegations of genocide. witnessed very disturbing scenes after the air attacks on the refugee camp in Rafah; The attacks that killed at least 45 people and are considered as another stage in the Israeli genocide against the Palestinian nation.

However, about one million innocent civilians have taken refuge in Rafah during the last three weeks, so that They think they are looking for shelter and protection from the air attacks and ground operations of the Israeli regime, unaware of the fact that there is no safe place left to go and they have to try in completely unsuitable conditions without food, water and with piles of garbage, debris and destruction. to survive Even providing aid and protection by humanitarian organizations is almost impossible due to the genocidal actions of the occupying regime.

Your Excellency,

I would like to emphasize that the international community is legally and morally obliged to stop and prevent the genocide of the Palestinian nation. It is necessary to ensure immediate and unhindered provision of all their human needs. The United Nations has the duty to ask all member countries to refrain from cooperating with the aggressor regime; Such cooperation can be considered as an accomplice in committing the most serious crimes of concern to the international community and entail their international responsibility. Meanwhile, the Security Council must assume its responsibilities under the United Nations Charter.

The international community is obliged to urgently end the ongoing crimes in the occupied Palestinian territories and protect innocent civilians. In this regard, it is strongly expected that Your Excellency use all the available tools with the cooperation of the UN member states to pressure the Israeli regime to force it to comply with the binding interim agreement. Use the International Court of Justice and stop the genocide of the Palestinian people.

Furthermore, I would like to emphasize the obligation to prevent genocide in the framework of the provisions of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide; While recalling the main responsibility of the Security Council to maintain international peace and security according to Article 24 of the United Nations Charter, as well as your Excellency’s responsibility under Article 99 of the Charter, I must emphasize that the nature of public rights to commit to preventing genocide means that all countries, especially those that belong to the regime Israel is legally obligated to prevent genocide, specifically by cutting off all aid to the genocidal regime. It is also clear that any attempt to paralyze the Security Council by preventing it from taking appropriate measures to stop and prevent the Israeli regime’s genocidal attacks in Gaza, including in Rafah, By using the right of veto of one of the permanent members, he will place the responsibility on the Security Council and especially on that member who prevented the adoption of binding resolutions of the Security Council to stop the aggression of the Israeli regime since the beginning of the genocide.

The time has come for the international community to show its unity in persuading and forcing the aggressor regime of Israel to fully, immediately and effectively implement the interim order contained in the judgment of the International Court of Justice dated 26 January 2024, 28 March 2024 and May 24, 2024.

We are sure that under the worthy leadership of Your Excellency, global demands for justice will not go unanswered.
