Mr. President,
First, I would like to strongly condemn the recent terrorist attacks that targeted innocent civilians in Dagestan, Russia, and express my sincere condolences and sympathy to the people and government of Russia for this tragic incident.
I thank the Deputy General Secretary Mrs. DiCarlo for her report. I also thank Ambassador [Malta, Ms. Vanessa] Fraser and her team for their efforts as facilitators of Resolution 2231.
We note the statement made by the Permanent Representative of the European Union. Despite the EU’s role as JCPOA coordinator, this statement unfortunately remains political, biased and one-sided.
We also note the recent report of the Secretary-General (S/2024/471), which correctly states that the United States has neither returned to the JCPOA nor lifted the unilateral sanctions that were reimposed after its illegal withdrawal on May 8, 2018, and called on JCPOA members, especially the United States, to engage in dialogue and cooperation. However, the report still ignores the main reasons for the current situation, namely: the unilateral and illegal withdrawal of the United States from the JCPOA and the subsequent failure of the European Troika to fulfill its obligations under the agreement.
We sincerely We appreciate the majority of the members of the Security Council for stating their firm support for the revival of the JCPOA and asking for its full implementation by all parties as the only practical path. However, the United States, Britain, France and Germany have once again unsuccessfully tried to blame Iran for the current state of the JCPOA.
Such claims are completely false. They deliberately ignored the main root of the current situation, the first and most important of which is the unilateral and illegal withdrawal of the United States from the JCPOA.

The JCPOA was not perfect, but it is still the best option. Despite widespread systematic violations by the US and the E3/EU, it is in everyone’s interest to revive the JCPOA to ensure its full, effective and unconditional implementation by all members.
To this end, Iran has made significant efforts from through active participation in the nine rounds of negotiations in Vienna and was willing to re-implement the JCPOA based on the understanding reached in August 2022. However, despite our good faith efforts, the United States and the three European countries have consistently lacked the sincerity and determination to revive the agreement. They violate JCPOA and Resolution 2231. Their failure to fulfill their obligations to remove sanctions under paragraph 20 of Appendix V of the JCPOA on October 18, 2023, is considered a serious example of non-compliance with their obligations. Germany and Britain, backed by the United States, took a non-constructive approach by proposing a politically motivated resolution at the recent Governing Council meeting. We have already warned that such an action taken to pressure Iran is wrong and will have counterproductive results. to the illegal withdrawal of the United States as well as the subsequent failure of the European Troika to meet their obligations. If the sanctions are renewed by the United States or the European Union, Iran has the right to completely or partially stop the implementation of its obligations under the JCPOA. The adoption of such compensatory measures was inevitable because the JCPOA is based on Iran’s nuclear commitments in exchange for the lifting of sanctions by the United Nations, the United States, and the European Union, as well as “promoting and facilitating the development of normal economic and commercial contacts and cooperation with Iran”; As clearly stated in Resolution 2231.
However, Iran’s measures were implemented gradually, starting a full year after the withdrawal of the United States and the failure of three European countries to lift sanctions. At the same time, unlike the irreversible effects of US and European sanctions, our compensatory measures are reversible if all sanctions are fully and verifiably lifted. It is solely the responsibility of the United States and the European Troika. Instead of playing the destructive blame game, they should prove that they really support dialogue and diplomacy.
Mr. Chairman,
Iran’s nuclear activities, including enrichment at various levels, are for peaceful purposes. These activities are carried out in full compliance with Iran’s rights and obligations under the Nuclear Non-Proliferation Treaty and its Safeguards Agreement with the International Atomic Energy Agency. Agency verification and monitoring activities have been located. Iran continues to cooperate with the Agency in the fullest and most constructive manner in full accordance with its Safeguards Agreement.
As part of our compensatory measures, we have suspended the implementation of “Amendment Code 3.1,” which is only a voluntary transparency and confidence-building measure. was beyond our obligations under the Iran Safeguard Agreement; As clearly reflected in paragraph 65 of Annex I of the JCPOA.

Secondly, the Islamic Republic of Iran has never participated in any activity that violates any of the binding resolutions of the Security Council.

Thirdly, the main and long-term threat to the peace and security of our region is actually the Israeli regime’s aggression, occupation, expansionist policies, brutal systematic crimes, and other adventurous and destabilizing actions. Therefore, if the United States and the E3 are truly concerned about peace and security in our region, they must immediately end their long-term direct complicity in all warmongering policies, aggressions, occupations and crimes of the Israeli regime against the nations of the region, especially the Palestinians.
Fifth, Iran has always wanted a peaceful solution to the Yemen crisis. We also reaffirm our strong support for maritime security and freedom of navigation. The ongoing armed attacks by the United States and the United Kingdom against Yemen are provocative, unjustified and therefore unacceptable. These attacks are a clear violation of the sovereignty and territorial integrity of Yemen and are a serious violation of international laws, the UN Charter and the relevant resolutions of the Security Council. Accordingly, the Islamic Republic of Iran strongly condemns all the armed attacks of the United States and the United Kingdom against Yemen. It is obvious that such violations only endanger the peace and stability of the region, block the efforts to reach a peaceful solution to the Yemeni crisis, and aggravate the very serious humanitarian crisis in Yemen.
Sixth, our principled position It has not changed regarding the ongoing conflict in Ukraine, and any allegations of Iranian involvement in the transfer of weapons for use in that conflict are completely baseless and categorically rejected.

In conclusion, I emphasize that the fundamental policy of the Islamic Republic of Iran in rejecting nuclear weapons, as well as its strong determination to use nuclear energy for peaceful purposes, remains unchanged. I also affirm our firm commitment to dialogue and diplomacy.
The JCPOA was a hard-won multilateral diplomatic achievement that effectively averted an unnecessary crisis. The JCPOA remains the best option, it has no alternative, and its revival is really in the interest of all its members.
Iran, for its part, has never turned its back on negotiations and expressed its sincere desire to resume negotiations to revive the JCPOA.
