The report notes parallels with the 2013 interim agreement preceding JCPOA, which set parameters for final negotiations.Though, that process took 18 months, and there’s no guarantee of success this time either. Such an approach could buy Iran notable time while perhaps limiting Israel’s options during Trump’s presidency.
The primary sticking point remains uranium enrichment levels. Without consensus on whether enrichment should be “zero” or “limited,” progress on detailed negotiations remains unfeasible - risking repetition of previous political deadlocks.
