Full Text of the 17-Point Agreement Between Azerbaijan and Armenia
The Armenian Ministry of Foreign Affairs published the full text of the 17-article agreement signed between Yerevan and Baku on its website today,Monday,according to the English section of webangah News Agency, citing Mehr News Agency.
The agreement states that by mutual consent, a peace treaty establishing interstate relations between the Republic of Armenia and the Republic of Azerbaijan has been issued.
Article 1: Confirming that borders between former Soviet Socialist Republics have become recognized international borders of independent states acknowledged by the international community, both parties (Baku and Yerevan) recognize and respect each other’s sovereignty, territorial integrity, and political independence.
Article 2: In full compliance with Article 1, both parties confirm that thay hold no territorial claims against each other now or in the future. They will refrain from any actions-including planning, preparing, encouraging or supporting-that aim to compromise wholly or partially the other’s territorial integrity or political unity.
Article 3: Both sides agree to abstain from using force or threats against each other’s territorial integrity or political independence in ways contrary to the United Nations Charter. They will not allow any third party to use their territory for forceful actions against the other party in violation of UN principles.
Article 4: The parties will avoid interfering in each other’s domestic affairs.
Article 5: Within ____ days after exchanging documents confirming ratification by both sides, diplomatic relations will be established under relevant provisions of the Vienna Conventions on Diplomatic Relations (1961) and Consular Relations (1963).
Article 6: Fully respecting obligations under Article 1, good-faith negotiations will proceed through respective border commissions according to agreed regulations for delimiting and marking their common border.
Article 7: Neither side shall deploy forces belonging to any third country along their shared border. until final delimitation is completed on this common boundary line, mutually agreed security measures-including military confidence-building steps-will be implemented to ensure security and stability in border areas.
Article 8: Both parties condemn all forms of intolerance, racial hatred and discrimination; separatism; violent extremism; terrorism within their judicial domains; committing themselves fully to relevant international obligations in these matters.
<Strong article-9: The parties commit themselves to addressing cases involving missing persons forcibly disappeared during armed conflicts involving both sides. This includes exchanging all available facts directly or coordinating with pertinent international organizations when necessary.
<Strong article-10: Aiming at cooperation across economic fields including mobility/transportation/environment/humanitarian/cultural sectors,the Parties may enter agreements concerning mutual interests as needed.
<STRONG ARTICLE-11 : this accord dose not violate Parties’ rights/commitments under international law nor treaties concluded individually with other United Nations member states.
<STRONG ARTICLE-12 : Bilateral relations are governed by International Law along same text.All internal laws cannot justify non-compliance.The Vienna convention on treaty law applies faithfully avoiding harms towards objectives.
<STRONG ARTICLE -13: A bilateral commission supervising implementation is instituted functioning based upon mutually steadfast procedures.
< STRONG ARTICLE -14 : STRONG >Parties endeavor without prejudice attempts resolution disagreements regarding interpretation/request amicably through consultations including via said commission.If unresolved after six months choice peaceful solutions pursued.
< STRONG ARTICLE -15 : STRONG >Without prejudice clause fourteen Parties must withdraw within one month since entry respective ratifications claims complaints objections lawsuits existing before signing this pact before legal bodies,no fresh filings permitted nor interference encouraged regarding litigations initiated externally.they must also abstain hostile acts diplomatically/intelligence-wise etc.,consult regularly accordingly.
