Grossi: Cairo Agreement Defines Technical Steps for Cooperation with Iran
According to the English section of webangah News Agency, citing Mehr News Agency via Al Jazeera, Rafael Grossi, Director General of the International Atomic Energy Agency (IAEA), said at the opening of the 69th IAEA General Conference in Vienna, Austria, that the agreement made with Tehran defines the technical measures required to restart critical activities in Iran.
grossi stated: “Our work is based on a basic principle; when the agency can fulfill its duties, doubts and concerns are dispelled. However, if this ability is limited or disrupted, international peace and security face serious risks. We have seen this repeatedly throughout history, particularly in June when Iran’s nuclear facilities were attacked.”
He claimed: “in such circumstances, we sought to restore trust. everyone knows how vital was the agreement reached in Cairo. Once again, I thank Egypt for not only providing a venue but also offering vital support for this initiative. Alongside Dr. Araghchi, we signed an agreement outlining technical actions and practical steps necessary to resume this critical work in Iran. It is now our obligation along with iran’s to implement it, rebuild trust and move forward.”
Grossi also noted that this year’s General Conference takes place amid critically important global challenges.Military conflicts, terrorism, erosion of nuclear norms, and rising inequalities have tested our resolve.
In a message on X (formerly Twitter), he added that the agency is “working closely with Iran to implement practical steps toward fully resuming safeguards implementation across the country.”
The IAEA chief further explained that “the agency is verifying past nuclear activities in Syria,” adding that Syria has agreed to cooperate fully and transparently with the agency.
he also said inspectors are currently present at all five nuclear sites in Ukraine-including Zaporizhzhia-where threats of a nuclear incident remain serious.
On Tuesday last week in Cairo-the capital of Egypt-Iranian Foreign Minister Abbas Araghchi and Grossi signed a document containing new guidelines for Tehran’s technical cooperation with the IAEA.
Grossi commented on this saying: “We reached a technical understanding with Iran regarding inspection notifications and their implementation.”
On Saturday during a session of Parliament’s National Security Commission,Araghchi stated that negotiations with the IAEA were conducted within framework mandates issued by Supreme National Security Council’s Nuclear Committee and confirmed they forwarded “the Cairo understanding” to national leaders.
The 69th ordinary session of IAEA’s General Conference runs from September 15 through September 19, 2025 at Vienna International Center (VIC) in Austria’s capital city Vienna.
