U.S. Calls for Two-Year International Force Governance in Gaza

According to the English section of webangah News agency, citing Mehr News Agency, Axios reported obtaining a sensitive document granting the United States and other countries involved in this international force broad authority to govern Gaza and ensure its security until the end of 2027, with the possibility to extend this mission thereafter.
An unnamed U.S. official told Axios that this draft resolution will form the basis for upcoming negotiations among UN Security Council members. The goal is to vote on establishing an international force within weeks and deploy it to Gaza by January.
The official emphasized that this “International Security Force” (ISF) will be an executive force rather than a peacekeeping one.
The ISF will include several countries and be formed in consultation with a “Peace Commission,” which former U.S. President Donald Trump has said he would lead.
The U.S. draft resolution requests that the Peace Commission remain active at least until the end of 2027.
Axios reports that the ISF’s responsibilities include securing Gaza’s borders with Israel and Egypt, protecting civilians, overseeing humanitarian aid crossings, and supporting a new Palestinian police force funded by the United States. This Palestinian police unit will act as partners alongside the ISF.
The draft outlines that the ISF will stabilize Gaza by ensuring its demilitarization through destroying existing military capabilities, preventing their reconstruction, eliminating terrorist infrastructure, and permanently disarming non-state armed groups.
It proposes measures allowing for disarmament against Hamas if it or elements within refuse voluntary demilitarization.
The ISF will also secure Gaza during a transitional period as Israel gradually withdraws from various parts of Gaza. Simultaneously occurring, reforms within the palestinian Authority are expected so it can assume long-term control over Gaza.
The resolution states that establishing and activating this international security force will occur “in close cooperation and consultation with Egypt and israel” under unified command approved by the Peace Commission.
It further calls for enhanced powers for this Peace Commission acting as a “transitional government,” enabling it to set priorities and allocate funding necessary for rebuilding Gaza.
according to the draft resolution, one responsibility of this Peace Commission is “to oversee and support a technocratic Palestinian committee drawn from qualified Gazans.” This committee-apolitical in nature-will manage daily public services administration in Gaza during this transition period.
