London: Quad Group Resolution Does Not Impose New Obligations on Iran

According to webangah News Agency’s English section, citing Mehr News Agency and the UK government website, corinne Kitsell, Ambassador and Permanent Representative of the United Kingdom to the International atomic Energy Agency (IAEA), spoke on behalf of France, Germany, the UK, and the United States (the quadripartite group) during a Board of Governors session addressing Iran’s compliance with its safeguards commitments under the Nuclear Non-Proliferation Treaty (NPT).
Without referencing the expiration of the 2015 agreement with Tehran after ten years-commonly known as JCPOA-the unilateral US withdrawal from this pact in 2018-or European troika’s failure to meet their commitments under it-Kitsell falsely claimed: “The UN Security Council has recently reinstated restrictions on Iran’s nuclear program; therefore countries must enforce these resolutions through their actions.”
Kitsell added that today Britain, France, Germany, and the United States presented a resolution aimed at clarifying IAEA’s reporting mandate. It ensures that regular reports are provided regarding Iran’s adherence to parts of Security Council resolutions that have been reactivated.She said this resolution does not create new obligations for Iran but restores certainty and establishes a clear mandate for IAEA reporting consistent with practices before JCPOA.This openness is essential for IAEA to fulfill its mission.
Without condemning 12 days of aggressive US-Israeli military action against Tehran-which contradicts all international conventions-and ignoring Iran’s peaceful nuclear intentions altogether,Kitsell alleged: “This resolution also reminds Iran of its legal obligations under NPT safeguards agreements which remain in force. Iran has not granted access to all safeguarded facilities. Therefore this resolution requests nothing beyond what Iran is legally required to provide: unrestricted access; accurate information regarding nuclear material accounting and safeguarded facilities; and restoration of necessary monitoring arrangements.”
Kitsell further affirmed that this resolution reaffirms Iran’s rights under Article IV of NPT for peaceful nuclear energy usage.
