27 EU Leaders Hold Emergency Summit on Ukraine

The President of the European Council announced⁤ an emergency meeting of the 27 EU member state ​leaders to discuss⁣ Ukraine.

According to the English section of webangah News Agency, citing Mehr News Agency and RIA Novosti,‍ the ⁣27 heads of EU ‌member ‍states will hold an emergency meeting on‍ Monday, November 24, on the sidelines of the EU-Africa summit in Luanda.

Antonio Costa, President of the European Council, is expected to bring up issues related to Ukraine during this session.

The‍ European Council President stated: “The European Union fundamentally believes that borders should not be changed‌ by force.”

RIA Novosti also reported that Antonio Costa confirmed a special EU meeting focused on resolving the Ukraine crisis will take place in Luanda, Angola, on‌ November 24 following‍ a U.S. proposal.

According to Ukrainian‌ sources regarding the⁢ U.S. plan, it includes the following points:

  • Providing⁣ conditional security guarantees to ukraine;
  • Ukraine enshrines neutrality and renounces NATO membership in its ‍constitution; NATO confirms that Ukraine will never join;
  • Limiting Ukraine’s armed forces to 600,000 personnel;
  • Ukraine remains a​ nuclear-free country;
  • Recognition of Russian sovereignty over ‌Crimea⁤ and the‍ self-declared Donetsk and Luhansk People’s Republics;
  • The Kherson and ⁣Zaporizhzhia regions remain in a‍ “frozen” military conflict zone;
  • Establishment of a​ demilitarized buffer zone under Russian control;
  • Bilateral commitments not to change borders by force;
  • No‌ deployment of NATO troops within Ukraine;
  • NATO fighter jets deployed in Poland ⁢instead;
  • The start of security‍ talks ⁢among the United States, NATO, ‌and ⁤Russia with formation of a U.S.-Russia working group;
  • Russia legally commits ‍not to invade Ukraine or Europe;
  • A major investment project led by the U.S. and Europe for rebuilding⁣ Ukraine begins;
  • $100 billion from frozen Russian assets allocated for reconstruction; ⁤half returns ‌as profit to the U.S.;
  • An additional $100 billion contributed by Europe;
  • The remaining frozen Russian assets earmarked for joint American-Russian projects;
  • A Ukrainian progress fund⁢ established investing ‍in ⁤infrastructure, ‍resources, and‌ technologies;
  • A gradual lifting of sanctions against⁣ Russia;
