Draft Charter of Trump’s Gaza Peace Council Revealed

According to the International Desk of Webangah News Agency, the draft charter for President Donald Trump’s Gaza Peace Council has been made public, revealing key operational details and leadership roles. The document, obtained by Bloomberg, confirms Trump will chair the council and retain authority to decide its membership.
Per the draft, each country’s term on the council will last three years, extendable at Trump’s discretion. The U.S. administration will require nations seeking permanent seats to commit $1 billion toward Gaza’s reconstruction efforts.
The Gaza Peace Council is designed as an international organization aimed at ensuring stability in conflict-affected regions. The charter explicitly reserves Trump’s right to appoint a replacement chairperson at any time.
U.S. Secretary of State Marco Rubio expressed hope for collaboration with Ali Shaat and Gaza’s National Administration Committee to build “a better future for Gaza’s people and the wider region.”
White House records identify the council’s core members as: Secretary Rubio, Special Representative Steve Witkof, Senior Advisor Jared Kushner, former UK Prime Minister Tony Blair, World Bank President Ajay Banga, and Apollo Global Management CEO Marc Rowan.
Regional executive board members include Turkish Foreign Minister Hakan Fidan, UAE Minister of International Cooperation Reem Al Hashimi, along with representatives from Qatar and Egypt.
Established under Trump’s 20-point Gaza peace initiative, this transitional international body gained formal recognition through UN Security Council Resolution 2803 in November 2025. Its mandate includes ceasefire monitoring, Gaza reconstruction coordination, humanitarian aid distribution, and oversight of a technocratic Palestinian committee for Gaza’s interim administration.
