Winds reaching speeds of 250 kilometers per hour have demolished nearly 90 percent of the city.
Emergency responders are combing through an area described as resembling a “war zone.”
Shocking footage shows homes, sheltering around 14,000 residents, with roofs torn off, power lines downed, and overturned vehicles scattered across the streets.
