Seoul Announces Legal Action Against Individuals Sending Balloons to North Korea

According to the English section of webangah News Agency, citing Mehr News Agency and the South Korean website Jung Ang, the South Korean judiciary has issued arrest warrants for 17 citizens accused of sending more than a thousand balloons to border areas near North Korea.
The report states that from January 2024 to April 2025, the suspects released a total of 1,025 balloons into north Korean territory from border regions including Yeoncheon, Paju, Gimpo, and Chorwon using high-pressure gas.
The South Korean outlet noted that the weight of packages carried by these balloons exceeded two kilograms. It added that those involved could face fines up to $3,400 for violating aviation safety laws.
President Lee Jae-myung condemned the balloon launches containing propaganda against North Korean leaders as provocative actions escalating tensions.
Previously and in retaliation, North Korea had sent thousands of tons of waste via balloon back to South Korea.
Experts identify foreign interference-especially by the United States-as a key factor intensifying tensions on the Korean Peninsula.
