Finland Leads European Union in Business Adoption of Cloud Computing Services

According to the Economic Desk of Webangah News Agency, Finland currently stands at the forefront of cloud computing usage among companies across the European Union, according to the latest statistics released by Eurostat, the statistical office of the EU.
The new data reveals that approximately 79.2 percent of Finnish businesses leverage cloud services, marking the highest rate observed among all EU member countries. Following Finland, Italy shows the second-highest adoption rate at 75.6 percent, closely trailed by Malta at 74.9 percent.
Conversely, the lowest utilization rates for cloud services are recorded in Bulgaria, where only 17.8 percent of businesses engage with these technologies, followed by Greece at 24.3 percent, and Romania at 24.9 percent.
Overall, just over half of all European Union companies—specifically 52.7 percent in 2025—utilized cloud computing services for functions such as software provisioning, processing power, or data storage. This figure represents a substantial 7.4 percentage point increase compared to 2023, illustrating remarkable growth from just 17.8 percent of firms using cloud services in 2014.
In terms of expansion over the past two years, Lithuania registered the most significant surge in cloud adoption, increasing its usage by 19.7 percentage points between 2023 and 2025. Italy also experienced a major leap with a 14.2 percentage point growth, while France saw an increase of 13.7 percentage points.
Among the applications driving cloud adoption, email remains the most common function, cited by 85.2 percent of responding businesses. Office software followed with 71.7 percent utilization, and file storage was reported by 71.5 percent. Other popular uses included security software (65.5 percent), financial or accounting applications (58.2 percent), and database hosting (45.5 percent).
This comprehensive data is derived from the European Union’s 2025 survey concerning the use of Information and Communication Technologies (ICT) and e-commerce, focusing specifically on enterprises with ten or more employees, as reported by the Europe Data site.
