According to this doctrine, if Russia is targeted by a missile attack with conventional weapons backed by a nuclear power, then Moscow can resort to nuclear weapons. The decision to change Russia’s official nuclear doctrine is the Kremlin’s response to the recent New York Times report about US President Joe Biden’s green light for Ukraine to use US long-range weapons deep in Russian territory.
