In anticipation of potential political shifts in the upcoming midterm elections, the White House has spent recent months formulating contingency plans to implement the policies of President Donald Trump via executive authority, bypassing the need for congressional approval if Democrats secure a legislative majority.

According to informed sources cited by Reuters, key administration officials spearheading this initiative include White House Deputy Chief of Staff Stephen Miller, Office of Management and Budget Director Russell Vought, and White House Legal Counsel Will Scharf, all of whom are actively involved in drafting the proposals.

The administration is currently evaluating several unilateral measures, including the imposition of new tariffs on critical minerals and wind turbines, stricter visa regulations for international students and temporary workers, and strategies to lower housing costs. These initiatives are designed to be executed solely through presidential authority without requiring legislative consent.

A knowledgeable White House official noted that the president’s team is thoroughly examining the legal boundaries of unilateral executive action, assessing the extent of presidential authority, and preparing legal defenses to uphold these decisions in court. Concurrently, administration attorneys are advising officials on how to respond to potential congressional inquiries and investigations.

Furthermore, the White House has formally requested a legal opinion from the Department of Justice regarding the president’s authority to invoke executive privilege to protect confidential communications with advisers from congressional oversight. President Trump previously remarked that if Democrats manage to capture a majority in either chamber of Congress, he would become “Mr. Veto.”

The United States midterm elections are scheduled for November 3, during which all seats in the House of Representatives and one-third of the Senate will be contested. Republicans currently hold the majority in both chambers of Congress.
