The report stated that the Zionist regime’s cabinet authorized rapid reconstruction of the refinery through an emergency decree, bypassing standard permitting processes.
The order followed mounting concerns over fuel supply disruptions in the occupied territories, as the Haifa facility provides approximately two-thirds of their consumed fuel. The extensive damage to this vital infrastructure prompted immediate action.
The severe fuel shortages and structural damage led Israel’s Interior Ministry to implement emergency measures for repairs, exempting the reconstruction from standard construction permits and environmental regulations.
