According to the English section of webangah News Agency,citing Mehr News Agency via BRICS TV,Russian President Vladimir Putin and Kazakh President Kassym-Jomart Tokayev signed a declaration upgrading bilateral relations to the level of strategic partnership and comprehensive alliance.
