Russia Condemns Iran Nuclear Case Referral to UN Security Council as Diplomatic Impropriety

Russia’s envoy to international organizations in Vienna has stated that referring Iran’s nuclear case to the UN Security Council, especially after its facilities were targeted, violates fundamental diplomatic courtesy. He attributed current difficulties in Iran’s safeguards commitments to Israeli and U.S. actions.

According to the International Desk of Webangah News Agency, Russia’s representative to international organizations in Vienna stated that the existing challenges in implementing Iran‘s safeguards commitments, as outlined in the International Atomic Energy Agency (IAEA) Director General’s report, are not baseless but rather a direct consequence of unwarranted and unlawful actions by Israel and the United States against Iranian nuclear facilities under IAEA safeguards. These incidents occurred in two phases: June 2025 and between February and April 2026.

Mikhail Ulyanov, the senior Russian official, emphasized that these attacks constitute a direct violation of the charters of the United Nations and the IAEA, international law, relevant UN Security Council resolutions, and resolutions of the IAEA General Conference. He further commented that referring the issue of a country’s non-compliance with safeguards commitments to the Security Council, particularly a nation that has been subjected to bombardment and attacks on its IAEA-safeguarded nuclear facilities, goes beyond the most basic standards of diplomatic propriety.

The IAEA Board of Governors had previously referred Iran’s nuclear case to the UN Security Council. This resolution, proposed by the United States and the European troika (Britain, France, and Germany), was put forth at the quarterly meeting of the IAEA Board of Governors. The referral was made due to alleged violations of commitments by Iran, an action described by Russian officials as political and biased.
