Which Countries Sold the Most Oil to Israel During the Gaza Genocide

According to the English section of webangah News Agency, citing Mehr News Agency and Al-Akhbar newspaper, the association Oil Change international revealed that 25 countries have supplied oil to Israel during the ongoing genocide in Gaza.
The organization, in a report presented on the sidelines of COPA 30 in Brazil, stated that Azerbaijan and Kazakhstan accounted for 70% of Israel’s crude oil shipments between November 2023 and October 2025.
The report said these fuel-supplying countries fully knew about Israel’s crimes in Gaza while continuing their shipments.
Oil Change International asserted that this complicity makes these oil suppliers responsible for these atrocities.The organization called on them to acknowledge their involvement in this genocide and cease their support.
This NGO had previously assigned DataDiscis Research Company to monitor international oil transfers headed toward the occupied territories. During this period, they identified 323 crude oil shipments totaling 21.2 million tons.
Irene Petropouli, a human rights and economic researcher at the British Institute of International Law, warned that states must consider that especially military aid to Israel could expose them to charges of complicity under the Genocide Convention and its penalties.
Besides Azerbaijan and Kazakhstan, Russia, Greece, and the United States top the list of refined petroleum product exporters supplying Israel. The United States is uniquely providing JP-8 fuel specifically used for military aircraft operations by israel.
