Iran and Russia Finalize Four Key Cooperation Agreements at Economic Commission Summit

Tehran and Moscow formalized four significant cooperation agreements on Wednesday, February 18, 2025, during the closing session of the nineteenth joint economic cooperation commission held in Tehran.

According to the Economic Desk of Webangah News Agency, four bilateral cooperation memorandums of understanding (MoUs) were signed between organizations and companies from the Islamic Republic of Iran and the Russian Federation on Wednesday, February 18, 2025, on the sidelines of the nineteenth session of the Joint Economic Cooperation Commission.

The standardization sector saw the signing of an executive cooperation program between Iran’s National Standards Organization and the Federal Agency for Technical Regulation and Metrology of Russia for the years 2026 through 2028. This document was signed by Farzaneh Ansari, Vice President and Head of Iran’s National Standards Organization, and Anton Pavlovich Shalayev, Head of the Russian Federal Agency for Technical Regulation and Metrology.

Further cementing institutional ties, the cooperation agreement between the Russian Federal Accreditation Service and the Iranian National Accreditation Center was executed by Mehdi Alipour, Head of Iran’s National Accreditation Center, and Dmitriy Valerievich Volvach, Head of the Russian Federal Accreditation Service.

In the realm of labor and employment, an MoU for collaboration between the Federal Service for Labor and Employment of the Russian Federation and the Iranian Ministry of Cooperatives, Labour, and Social Welfare was signed. Parvaneh Rezaei, Iran’s Deputy Minister of Cooperatives, Labour, and Social Welfare, and Mikhail Yuryevich Ivankov, Head of the Russian Federal Service for Labor and Employment, executed the agreement focusing on employment development and labor inspection.

The final agreement formalized a partnership between the Art Khimia Joint Stock Company and the Research Institute of Petroleum Industry (RIPI), signed by Azim Kalantari Asl, Head of RIPI, and Andrey Vladimirovich Shpak, CEO of Art Khimia JSC.

The overarching final memorandum of understanding for the nineteenth Joint Economic Cooperation Commission between Iran and Russia was signed following specialized working group sessions and a concluding meeting of high-ranking officials. This key document was signed by Mohsen Paknejad, the Iranian head of the commission and Iran’s Minister of Petroleum, and Sergey Tsivilev, the Russian head of the commission and Russia’s Minister of Energy.

This strategic document outlines the executive framework for existing bilateral agreements across critical sectors including energy, oil and gas, petroleum products, transportation, banking, and investment, emphasizing the deepening of economic and commercial ties between Tehran and Moscow.

During the nineteenth joint commission, specialized working groups reviewed the progress of prior resolutions and engaged in detailed discussions aimed at boosting joint oil and gas field development, attracting new investments, streamlining trade exchanges, and removing administrative obstacles for joint projects. The outcomes of these deliberations are encapsulated in the final MoUs.

Economic relations between Iran and Russia have shown a consistent upward trajectory in recent years, driven by the political commitment of the two nations’ top leadership. The regular convening of the Joint Economic Commission serves as a vital structural mechanism for monitoring agreements and advancing strategic cooperation.

The signing of these agreements represents another tangible step toward strengthening the strategic partnership between the two countries and solidifying the operational frameworks necessary for advancing shared projects.

The nineteenth Joint Economic Cooperation Commission commenced its work in Tehran on Monday, with seventeen specialized working groups across various economic sectors holding separate meetings on Tuesday and Wednesday (February 16th and 17th) to facilitate deliberations.
