Tehran and Moscow Strengthen Ties; Energy Drives Iran-Russia Cooperation

According to the English section of webangah News Agency, citing Mehr news Agency, jafar Bandi Sharibiani, a member of the Presidium of Tehran’s Islamic City Council, spoke exclusively with TV BRICS on the sidelines of an Iranian delegation visit to Moscow. He highlighted the historical and strategic ties between Iran and Russia, stressing that their relationship has always been strong and highly notable.
He added, “Recent agreements between our countries-both within BRICS cooperation frameworks and bilaterally-demonstrate that Iran and Russia are playing stable and influential roles amid the formation of a new global order.”
Sharibiani noted significant growth in cooperation over the past two to three decades across various sectors. “Interactions have increased in technology, economy, finance, and urban management; however, energy remains our primary focus for bilateral collaboration,” he said.
Referring to the Bushehr Nuclear Power Plant as a key symbol of Iran-Russia energy cooperation, he explained: “The plant’s development involves direct participation from Russian experts and scientists. We hope it will be fully operational in the near future.”
The report details that construction on Bushehr-the first nuclear power plant in Iran and the Middle East-began in 1975. In 1992, Iran and Russia signed an agreement to continue its development. The first unit became operational in 2011. Currently, Russian state company Rosatom is completing construction on units two and three.
In September 2025,both countries signed a memorandum of understanding to build small modular nuclear reactors inside Iran. According to Rosatom’s news service this agreement aims to expand technological cooperation and secure sustainable energy supplies within BRICS collaboration frameworks.
Moreover, in October this year Mohammad Eslami-the head of Iran’s Atomic Energy Association-expressed optimism about finalizing contracts for these small reactor projects soon. He confirmed that locations for these plants have already been identified by iranian authorities.
