The council members highlighted the imminent threat of “mass atrocities” and indiscriminate killings, urging the RSF to immediately cease their attacks on El Obeid. The statement also conveyed deep concern regarding the ongoing violence across Sudan, particularly in the Kordofan states, warning that the continued escalation could worsen the humanitarian crisis. The Security Council called upon all warring parties to cease hostilities immediately and to protect civilians. Council members emphasized that all parties must uphold their obligations under international law, including humanitarian law, and implement the terms of the “Jeddah Declaration.” Additionally, concerns were raised about reports of RSF drone attacks on El Obeid and the increased use of drones by belligerents in other regions of Sudan. They called for investigations into all violations and transgressions, holding perpetrators accountable. The Security Council underscored the necessity of safe, rapid, and unimpeded access for humanitarian assistance and urged all parties to ensure the safe passage of civilians in accordance with international law. Council members also implored all UN member states to refrain from any external interference that fuels the conflict and instability in Sudan, and to support efforts toward lasting peace. They reiterated the importance of adhering to international commitments and relevant Security Council resolutions, including Resolution 2791 adopted in 2025. The Security Council reaffirmed its firm commitment to Sudan’s sovereignty, independence, unity, and territorial integrity, opposing the establishment of any parallel governing bodies in areas controlled by the RSF.
