Key Provisions of the UN Security Council Resolution on Gaza

The resolution emphasizes that the conclusion of reforms within the Palestinian Authority and progress in rebuilding efforts could pave the way for determining Palestine’s future and establishing a sovereign state.
It stresses the urgent need to resume aid to Gaza, calling for cooperation with the Peace Council and ensuring aid is used exclusively for peaceful purposes.
The document states that participating countries and the Peace Council may create operational bodies with international authority to manage transitional governance.
According to the resolution, these operational bodies will work under the Peace Council’s supervision, funded through voluntary contributions from donors and agencies.
It urges the World Bank and other international financial institutions to support Gaza’s reconstruction by establishing a dedicated fund for this purpose.
The resolution calls for forming a temporary international stabilization force in Gaza, operating under unified command coordinated with Egypt and Israel.
This stabilization force is tasked with disarming Gaza Strip factions, protecting Palestinian civilians, and training Palestinian police forces.
Additionally, it will assist in securing humanitarian crossings within Gaza.
The resolution stipulates that as control by this stabilization force progresses according to agreed criteria and timelines, Israeli military forces will withdraw accordingly.
States and organizations are urged to provide financial support, logistics, and personnel resources necessary for both the Peace Council’s work and maintaining stability in Gaza.
The Peace Council is required to submit biannual writen reports on progress in Gaza directly to the Security Council.
The mission deadline set by this resolution extends until late 2027 for ending both civilian presence as well as international security operations within Gaza.
