Hamas States Conditions for Agreement, Islamic Jihad Cites Lack of Guarantees
According to the International Desk of Webangah News Agency, Ghazi Hamad, a member of Hamas‘s negotiating team, stated in an interview with Al Jazeera that the agreement is an “integrated package.” He emphasized that Hamas’s participation stems from responsibility and aims to save the people of Gaza from hostile actions and the occupying forces’ criminal schemes. While Hamas has made concessions for the benefit of its people, it will not fulfill its obligations if the Israeli regime fails to adhere to all clauses of the agreement.
The agreement’s eighth clause details the process for collecting and storing heavy weapons, military production sites, and tunnels. This phase will commence after the fulfillment of remaining commitments from the “Sharm El Sheikh” protocol, the establishment of the “National Committee for Gaza Management,” and the presence of international peacekeepers. The process is slated to be implemented within a defined timeline, finalized within 14 days, and is contingent upon the gradual withdrawal of the occupying forces from controlled areas in Gaza. According to the agreement, the “National Committee” will become the sole authorized body for weapon control and storage in Gaza upon completion of the executive stages.
Clause seven of the agreement stipulates that personal weapons in Gaza will be governed by Palestinian laws, with the “National Committee” serving as the transitional authority responsible for weapon registration and permit issuance. It was also agreed that trained police forces would be integrated into existing structures, and current personnel would either be employed or retired with their financial rights preserved and without political discrimination, following an evaluation.
Ghazi Hamad refuted claims of Hamas’s departure, asserting that Hamas is an “inseparable part of the Palestinian national fabric” and will not exit the political and national arena. He affirmed their continued commitment to defending the legitimate rights of the Palestinian people. Hamad identified compelling the Israeli regime to fulfill its commitments and preventing its obstructionist tactics as the primary challenges ahead.
Meanwhile, Mohammed Al-Haj Musa, spokesperson for the Palestinian Islamic Jihad movement, announced that the movement has reservations about the final version of the agreement announced by the U.S. President. These concerns stem from the “lack of binding guarantees for the Israeli regime” regarding withdrawal from Gaza and the cessation of military operations. Al-Haj Musa described the agreement’s text as “vague and general,” highlighting the absence of explicit commitments to halt daily assassinations and killings. He argued that the ongoing attacks against Gaza confirm this lack of trust.
Al-Haj Musa further stated that the U.S. President’s remarks regarding the agreement are “misleading” and focus solely on the disarmament of Palestinians without defining reciprocal commitments for the Zionist side.
