EU Mulls Conditional Loan Disbursements to Ukraine for 2026
According to the International Desk of Webangah News Agency, Leaders of the European Union are reportedly planning to request that all involved parties, including Ukraine, intensify their efforts to create conditions for the disbursement of a €90 billion loan in 2026. This proposal is outlined in a draft European Council plan, as reported by the ‘Reporter’ website, citing data published by the Mehr News Agency.
The European Commission has stated that the implementation of agreed-upon reforms and policies with Ukraine is essential for further payments. This European body emphasized that the timely execution of these reforms is a necessary condition for subsequent financial disbursements to Kyiv.
According to the European Commission, of the €45 billion allocated for Ukraine’s support in 2026, approximately €15 billion has been disbursed to date. An additional €20 billion in budgetary support is dependent on progress in implementing reforms.
The European Commission also announced that the next disbursement, in the form of a substantial financial aid package valued at approximately €3.7 billion, will be conditional upon the fulfillment of relevant conditions and reforms.
For years, the European Union has linked parts of its financial support to Ukraine to the implementation of reforms in areas such as the rule of law, anti-corruption efforts, and strengthening the country’s economic resilience. The ‘Ukraine Facility’ mechanism has allocated over €50 billion in grants and loans for the period of 2024-2027, with disbursements tied to the achievement of objectives and reforms outlined in Ukraine’s program.
