Zelensky Proposes 20-Point Ceasefire Plan, Excludes NATO Renunciation and Territorial Concessions

According to the International Desk of Webangah News Agency, Ukrainian President Volodymyr Zelensky has presented a comprehensive 20-point ceasefire plan that explicitly rules out abandoning NATO aspirations or surrendering Ukrainian territories to Russia. The proposal, reported by Ukrainian media and cited by Rasha Today, outlines conditions including Russia’s withdrawal from Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions without requiring Ukrainian forces to leave Donbas.
The plan emphasizes the return of the Zaporizhzhia Nuclear Power Plant to joint Ukrainian-American control and maintains Ukraine‘s refusal to recognize Crimea and Donbas as part of Russia. It notably excludes any clause preventing Ukraine from joining NATO while seeking security guarantees similar to Article 5 of the NATO charter. European Union membership remains a strategic objective for Ukraine.
Kyiv is only prepared to discuss proposals such as creating a U.S.-backed ‘free economic zone’ in Donbas, contingent on a nationwide referendum. Other key provisions include Ukraine’s commitment to remain nuclear-free, continuation of martial law and mobilization, and maintaining an armed force of 800,000 during peacetime.
The proposal also includes accelerating a free trade agreement with the U.S., launching an $800 billion reconstruction package through specialized funds, implementing school programs promoting intercultural tolerance, and establishing an international monitoring mechanism for the contact line. Zelensky’s plan calls for a nationwide referendum, seen by observers as both transferring decision-making responsibility to the public and buying time for Kyiv.
This unilateral proposal, unlikely to be accepted by Russia, stipulates that Ukrainian elections must be held promptly after any agreement is signed, with the deal being legally binding and overseen by a ‘Peace Council’ chaired by U.S. President Donald Trump.
