The report indicates that the aforementioned article was authored by James J. Carafano and published on the website 19FortyFive.

The article’s explanation states: “The maximalists wanted regime change, the minimalists wanted no action, and the hesitators just see confusion and policy changes. Carafano’s answer is: the victor is the one who defines victory; and no matter which side you look at, the region is moving in the direction Trump intended.”
