Kyrgyzstan President Urges UN Framework for Sanctions, Criticizes Unilateral Measures

According to the International Desk of Webangah News Agency, Sadyr Japarov, President of Kyrgyzstan, delivered a significant address during the eighty-first session of the United Nations General Assembly. He issued a stern warning regarding the detrimental consequences of unilateral and unjustified sanctions, highlighting that such actions pose serious challenges not only to major global powers but also to smaller, developing countries like Kyrgyzstan.

“The use of sanctions to exert pressure or dictate terms to smaller nations directly contradicts the fundamental principles of international law,” Japarov stated.

He further proposed the establishment of an international oversight mechanism. To prevent the arbitrary application of sanctions for political gain, the Kyrgyz president suggested the creation of a unified international body, operating under the auspices of the United Nations, to monitor sanctions and assess their humanitarian, economic, and social impacts. Japarov emphasized the critical need for countries to transparently define the legal basis, necessity, and objectives behind their imposition of sanctions.

The president also voiced criticism regarding the perceived weaknesses in the enforcement of UN decisions. He cautioned that the systematic failure to implement these resolutions undermines the legitimacy of multilateralism and fosters the belief that international law is not binding. “If UN decisions are treated merely as political recommendations, nations will act solely at their discretion rather than adhering to them,” he remarked.

Japarov called for an expansion of UN authority, advocating for the creation of a “Permanent Public Registry” to oversee the implementation of resolutions and member states’ commitments. Additionally, he proposed that permanent members of the Security Council refrain from using their veto power in instances where the non-implementation of UN decisions is under scrutiny, thereby preventing the decision-making process from reaching an impasse.

Concluding his remarks, the President of Kyrgyzstan asserted, “Only by establishing a mechanism to guarantee the enforcement of decisions can the United Nations evolve into a powerful and respected institution; otherwise, sanctions will devolve into an ineffective tool and mere political games.”
