The European Union has a big problem in the process of imposing sanctions against Russia due to its charter. All members of the European Union have the right of veto and can prevent its approval by opposing any issue.
Eastern European countries such as Hungary are not willing to impose strict sanctions against Russia due to their close relations with Moscow. Previously, Brussels had to grant some countries in the region exemptions in the context of Russian sanctions.
